Investigation into Anti-Semitic Harassment at Baltimore City Public Schools

The Department of Education has initiated an investigation into Baltimore City Public Schools (BCPS) following allegations regarding anti-Semitic harassment. This inquiry, announced on a Thursday, involves the Civil Rights Office considering whether there has been a violation of Title VI of the 1964 Civil Rights Act.

The complaint claims that the district has permitted “severe and permanent discrimination” against students across several schools. Specific incidents are highlighted, including a case involving teachers allegedly making inappropriate comments about “Nazi” affiliations and failing to address bullying against Jewish students.

Reportedly, non-Jewish students have engaged in behaviors such as making Nazi salutes, creating offensive drawings, and making alarming statements aimed at their Jewish peers. The Department noted that Jewish students have expressed fear in their school environment, particularly when navigating hallways, which affects their ability to focus on their studies.

A civil rights advisor remarked that these allegations are particularly concerning and reflect a serious responsibility of educators to prevent anti-Semitic harassment. He emphasized that if the claims are accurate, they point to a broader issue where educational institutions are not adequately fostering an environment of respect and acceptance.

When contacted for a response, a BCPS spokesman stated that the district is unable to comment on pending lawsuits. However, they mentioned ongoing efforts to address the matter since a board meeting on July 22, which had been disrupted by inappropriate videos described as “anti-Semitic” and “offensive.”

BCPS underscored its commitment to cultivating a respectful and inclusive atmosphere while explicitly rejecting any form of anti-Semitism. Following the aforementioned committee meeting, they issued a statement detailing their ongoing efforts to combat hate crimes in schools, especially after further concerns were raised regarding anti-Semitic incidents.

They outlined several points reflecting their commitment:

  • They aim to provide safe and welcoming environments for all students, including those from the Jewish community.
  • Incidents of bullying or harassment are encouraged to be reported, with the district pledging to investigate thoroughly.
  • They acknowledged awareness of some specific cases related to anti-Semitism and have responded proactively to affected communities.

Additionally, while they strive to keep the school community informed within legal privacy constraints, they are committed to fostering discussions and solutions to improve the situation.

Overall, the Department of Education reiterated that Title VI prohibits discrimination based on race, color, and national origin in federally funded educational programs and activities.
