Louisiana Man Sentenced to Castration for Child Rape Attempt

Authorities have reported that a Louisiana man was sentenced to both surgical and chemical castration after pleading guilty to trying to rape a 7-year-old girl.

Thomas Alem McCartney, a “tier 3” sex offender with a lengthy history of child sexual abuse, accepted his sentence as part of a plea deal involving attempted first-degree rape of a minor. This agreement was reached on Tuesday.

At 37 years old, McCartney has agreed to undergo both forms of castration and will serve a 40-year prison sentence in connection with the plea deal.

This plea follows a disturbing event in February 2023, when a mother caught McCartney in the act of abusing her daughter. He attempted to evade capture by brandishing a firearm and fled across the state line. He was eventually apprehended at a hotel in Houston and returned to Louisiana.

McCartney has a troubling past, including a conviction for aggravated attempted rape. Previously, he was arrested in 2010 for two counts of aggravated rape involving a 12-year-old and another count related to physical knowledge of a juvenile in 2006.

Vernon Parish District Attorney Terry Lambright stated, “This is a horrifying crime that never should have happened. Thomas McCartney is a predator who needs to be kept away from our community.”

In a notable legal development, Louisiana has become the first state allowing judges to mandate surgical castration for offenders convicted of specific sexual offenses against children. This law was signed by Republican Governor Jeff Landry last year.

Supporters of the act, effective since August 1, 2024, believe it could deter sexual offenses against minors. However, opponents argue that it constitutes a “cruel and extraordinary” punishment that infringes on constitutional rights.

Chemical castration generally involves medication that lowers testosterone levels to reduce sexual impulses. In contrast, surgical castration removes male testicles, halting the production of sex hormones.
