Illegal immigrant charged with attempted murder in 'Russian roulette' case arrested by ICE

An undocumented immigrant, Raul Enrique Pargas Rodriguez, is accused of attempting to kill a woman in a violent act involving a twisted version of Russian Roulette in Venezuela. After fleeing to Texas, he reportedly cried out in distress as he fell on the streets.

Pargas Rodriguez, 31, managed to cross the Texas border on August 10, 2022, amid overwhelmed border agents, and was released without critical information being shared about his past actions.

The Venezuelan government had not provided details to U.S. authorities, leaving them uninformed as thousands of Venezuelans cross the border each month. Reports indicate that he allegedly beat and tortured a woman before fleeing the country after his attack.

A disturbing video of the incident supposedly captured by Pargas Rodriguez shows him threatening the woman, placing a gun against her head, and removing bullets before replacing them. Fortunately, the victim was able to escape, and the authenticity of the footage has been confirmed.

In the U.S., he reportedly committed another assault, which came to ICE’s attention on November 28, 2023, when an officer encountered him at the Dallas County Jail. Details surrounding this new incident remain unclear.

However, despite the serious accusations, the Biden administration did not classify him as a priority for arrest, resulting in his release by local police without federal custody.

On August 14, Pargas Rodriguez was apprehended in Plano after Interpol issued an arrest warrant related to the murder attempt. An ICE official acknowledged the role of U.S. Border Patrol in locating and detaining him, ensuring he would face justice for his actions.

While a warrant from Venezuela was issued in April 2024, it had not been communicated to U.S. officials at that time. Additionally, the Maduro administration previously refused to accept deportation flights from the U.S., but has since agreed to share information and accept deportees under the current administration.

Pargas Rodriguez remains in ICE custody as arrangements for his deportation are being finalized.
