Blue Shield of California Names Mission-Focused Healthcare Leader Mike Stuart as President and CEO

California Blue Shield Appoints New CEO

Oakland, California (August 26, 2025) – California Blue Shield announced today that Miksuture has been appointed as the new president and CEO. Stuart brings over two decades of leadership experience in the healthcare sector, previously serving as chief financial officer for a nonprofit health planning organization.

“Mike Stuart is exactly the leader we need for California’s Blue Shield at this juncture,” stated Christina Leslie, chair of the California board of directors. “He understands our mission and our members. His insights into the complex healthcare landscape, along with his financial acumen and strong commitment to nonprofit values, uniquely position him to guide our organization forward.”

Since taking on the role of Chief Financial Officer in 2022, Stuart has navigated some significant challenges in the healthcare industry. He has worked to make healthcare more affordable for Blue Shield members, supported partnerships with providers, and helped maintain the financial sustainability of health plans, all while staying aligned with the nonprofit mission.

“The healthcare industry is facing remarkable challenges, from rising costs to regulatory shifts and the increasing demand for equity and access,” Leslie continued. “In such a climate, we need leaders who not only grasp these complexities but also have the vision and capacity to effect real change. Mike epitomizes that.”

As president and CEO, Stuart will oversee a workforce of over 6,500 employees catering to six million members, providing services like health, dental, and vision care, along with Medicaid and Medicare plans throughout California and beyond. He’s deeply invested in enhancing the organization’s value across teams and partnerships, including recent initiatives aimed at supporting over 750,000 active military members and their families.

Stuart’s background includes extensive experience in funding, operations, and systemic transformation. Prior to joining Blue Shield, he spent 11 years in a senior role at Charity Health System Daughters, gaining invaluable insights into the challenges providers encounter and the significance of adjusting incentives to enhance patient outcomes and access. He holds an MBA in finance from St. Mary’s University in California and a Bachelor of Science in Business Administration from Cal State Chico.
