Kristi Noem Ending Numerous DEI and Unnecessary Spending Contracts

The Department of Homeland Security has terminated numerous contracts with the Federal Emergency Management Agency (FEMA) following the discovery of significant waste and fraud amounting to billions of dollars.

Government Efficiency (DOGE) has found that FEMA has been spending excessively on contracts, duplicating services, and funding programs deemed fraudulent or unnecessary. In light of these findings, DHS is working to cancel contracts and enhance oversight. Daily callers assessed a selection of contracts identified by DOGE.

“Anyone who looks at FEMA’s outdated spending controls and policies would find it alarming,” a FEMA spokesperson remarked. “Secretary [Kristi] Noem is a remarkable leader, implementing best practices in spending and financial accountability in an agency that has been disorganized for far too long.”

Nearly $10.7 million was allocated to the Ready Campaign for media artifacts concerning public safety announcements. Additionally, another $3.3 million is earmarked for internal marketing to conduct an annual employee survey.

The agency also spent $1.6 million on two basic workshops, covering logistics like agenda setting, email communication, venue reservations, and transportation. Furthermore, $1.27 million has been designated for conference center concierge services, which include room setup and audio equipment management.

FEMA also spent $645,000 to plan short meetings, some of which had fewer than 15 attendees. Other expenses included $594,000 for submitting and shredding documents and $500,000 for a social media recruitment initiative, alongside $150,000 for a diversity and employee coaching program.

“I applied that night and got a call the next day for an interview,” shared Latosha G., a participant in the recruitment initiative. “I ended up getting a position as a data management specialist.”

Various watchdogs, including the Government Accountability Office (GAO) and DHS inspectors, have pressed FEMA for years to fortify financial management, streamline disaster aid processes, and improve relief initiatives. GAO has repeatedly mentioned in reports that FEMA’s slow approval processes for documents are marred by ineffective surveillance and poor procurement practices, leading to substantial waste.

The Trump administration had initiated reforms aimed at boosting accountability and efficiency in disaster response. One of the proposed changes required disaster survivors to demonstrate progress during monthly recertification meetings to move towards permanent housing. The feasibility of these goals is regarded as both “realistic” and “attainable,” given the conditions before disasters.

Nevertheless, some leaders within FEMA have resisted more extensive reforms. Cameron Hamilton, a senior staff member and former FEMA administrator, defended the agency’s operations at a confirmation hearing for Noem and was subsequently dismissed, replaced by David Richardson.

The evidence shows that waste within FEMA extends beyond inflated contracts. A 2022 GAO report indicated that the agency met only 14% of public support targets for projects in a specific region, with average awards taking over a year to process.

After hurricanes Maria and Irma, it was reported that FEMA didn’t track nearly 40% of the supply transport to Puerto Rico, valuing at approximately $257 million, with recovery funds sitting unused for years. Furthermore, FEMA provided a $156 million meal contract to a company that delivered only 50,000 of the promised 30 million meals.

Support programs for wages during the COVID era additionally faced issues, revealing $3.7 billion in inappropriate payments, as subsequent audits flagged billions in questionable spending. FEMA’s National Flood Insurance Program is reportedly facing a $20.5 billion debt, despite ongoing warnings from the GAO about its persistent structural issues.
