Taxpayers Might Have to Cover the Costs of the Obama Presidential Library

Chicago taxpayers might face a hefty financial burden due to the Obama Presidential Center, especially since the Obama Foundation has only contributed $1 million towards its promised $470 million reserve.

A recent report revealed what some are calling a “lovers’ deal,” indicating that a reserve fund was set up to protect taxpayer interests if the project encounters significant issues.

The center is intended to function as President Obama’s library.

According to the findings:

As part of a deal with the city, the Obama Foundation was supposed to establish a fund to manage contributions while overseeing a substantial 19.3-acre area of Jackson Park, which is often compared to Chicago’s Central Park.

However, when former President Obama and former First Lady Michelle Obama officially launched the site in September 2021, only $1 million—just 0.21% of the promised amount—had been deposited, and that figure remains unchanged.

Typically, these donations would need to accumulate sufficiently to generate interest each year, which would cover operational expenses without dipping into the principal. This way, external funding wouldn’t be necessary.

Furthermore, per the report, a “use agreement” grants the Obama Foundation nearly exclusive control over the land for almost a century in exchange for a mere $10.

Breitbart News also noted that the construction of President Obama’s library has been sluggish, with costs soaring from an initial estimate of $330 million to potentially over $850 million.

The low donation amounts have raised alarms, as taxpayers could be left covering losses if the project’s financial situation worsens.

Concerns have been heightened by the Obama Foundation’s recent tax filings.

Illinois GOP chair Kathy Salvie criticized the undertaking, suggesting it could further burden taxpayers. “It’s no shock that the Obama Center could become a financial drain on Illinois taxpayers. It’s a pattern among Illinois Democrats,” she told Fox News Digital. “When they aren’t facing legal consequences for corruption, they often treat taxpayers as their personal ATM.”

Richard Epstein, a law professor at the University of Chicago and New York University, expressed that local nonprofits have historically challenged such construction projects to protect public parks.

He remarked, “Cities should never relinquish vast areas of parkland.” He noted the Obama Foundation’s $1 million contribution to its $400 million goal and described the lack of funds as a serious concern. “Without meaningful donations, covering annual operating costs of $30 million will be a scramble,” he further explained. “The point of any contribution is to mitigate financial instability.”

In response, the Obama Foundation stated that it aims to “significantly boost donations in the coming years,” asserting that fundraising for the center remains a top priority.

“The Obama Presidential Center is fully funded and is set to open in spring 2026,” said a spokesperson for the foundation.
