Portland police request community assistance after 'safe space' officer loses sight of assault suspect near ICE facility

Authorities are asking for assistance in locating a woman accused of assault near an Immigration and Customs Enforcement (ICE) facility in Portland, Oregon.

According to the Portland Police Department, a Dialogue Liaison Officer (DLO) was observing protests outside ICE buildings in South Portland just before 8:45 PM on Tuesday.

The officer attempted to pursue the woman, but she did not comply when informed of her custody status. Instead, she allegedly ignored the police order and fled the scene.

The DLO requested additional support, and other officers met with the victim shortly before 9 PM to begin an investigation.

While the DLO is a sworn officer, their role primarily involves facilitating communication rather than enforcing laws.

Detectives from the main crime division are now handling the case, although no additional details about the alleged assault have been released.

The police emphasized that follow-up investigations would continue regarding criminal activity, with possible referrals to the Multnomah County District Attorney for prosecution. They also noted a high level of tension around the protests, indicating that arrests might not occur on-site but could happen later.

The DLO program was established to foster relationships with protesters following the violent demonstrations in Portland in 2020. Officer Jessica Ruch, featured as a notable DLO, stated in May 2025 that the role is intended to address the needs of protest groups in order to create a safe environment.

Ruch highlighted a shift away from traditional riot police, describing the current approach as outdated and emphasizing the need for a response team equipped to handle emergencies swiftly without appearing antagonistic.

Reflecting on the past, Ruch expressed her concerns regarding individuals whose actions seemed aimed at targeting protesters during gatherings.

The Portland Police Department has yet to respond to inquiries regarding the situation.
