Incident Involving Registered Offender at Virginia School
A 58-year-old individual, listed as a registered sex offender, is suspected of posing as a woman to expose himself in a locker room at a public school facility in Virginia. This incident reportedly occurred in the women’s locker room at the pool of Washington Liberty High School on October 21, 2024.
The accused, Richard Kenneth Cox, also known as Riki Cox, faces multiple charges including indecent exposure and being a sex offender on school grounds, among others. Emails obtained through a Freedom of Information Act request indicate that Cox reached out to a school board member expressing his discontent over the incident and inquiring about steps to take regarding his upcoming votes in the next election.
Cox, identifying as a member of the transgender community, emphasized in his correspondence that many transgender individuals face homelessness and utilize county pools for basic hygiene. He stated that the community is not merely seeking cleanliness but also a sense of belonging.
Interestingly, he criticized a new rule instituted by the Washington Liberty Pools, which required individuals using the showers to access a separate, isolated locker room. Cox felt this approach stigmatized those who identified as transgender.
In further correspondence with school officials, Cox highlighted complaints from others about transgender individuals using locker rooms. He suggested that those opposing such use should be the ones inconvenienced by the separation, rather than trans individuals trying to partake in community activities.
While some school board members expressed support for Cox’s concerns, others raised issues regarding how the incident might disproportionately affect minors experiencing homelessness. One board member, Kathleen Clark, conveyed to her deputy that Cox’s perspective seemed misaligned with the safety protocols intended for the students.
In a broader context, the incident triggered a discussion on privacy rights and safety in public spaces. Advocates for women’s privacy have argued that policies allowing individuals based on self-identified gender can lead to violations of women’s spaces. One advocate stated that public officials ignoring biological realities might inadvertently facilitate abuse.
