Trump Imposes New Sanctions on Russia’s Oil Giants

After a period of mixed signals regarding how to handle relations with Moscow, President Trump has taken a firmer stance by imposing new sanctions on Russia’s two major oil companies, Rosneft and Lukoil. He also canceled an upcoming summit with Russian President Vladimir Putin, marking a clear shift in strategy aimed at pressuring the Kremlin while avoiding deeper U.S. involvement in the ongoing conflict in Ukraine.

These sanctions, announced on Wednesday, target essential parts of Russia’s energy sector and represent the administration’s most significant actions against Russia since Trump took office. Yet, similar previous actions by Western nations have not successfully deterred Moscow’s military aggression.

“We canceled our meeting with President Putin because we didn’t think it was the right time. We weren’t getting anywhere,” Trump remarked. He noted that, while conversations with Putin have been cordial, they ultimately lead to no concrete progress. On the sanctions, he added, “We felt it was time to act. We’ve been waiting for a while.”

The sanctions freeze all U.S. assets belonging to Rosneft and Lukoil and prevent American companies from engaging in business with them. This will impact numerous subsidiaries, broadening the restrictions across much of Russia’s global oil and gas network.

Scott Bessent, Treasury Secretary, stated, “In light of President Putin’s ongoing war, we’re imposing sanctions on the two main oil companies fueling this conflict. The Treasury is ready to escalate measures if needed to support efforts toward peace.”

Furthermore, reports indicate that China’s state-owned oil company has started halting Russian crude purchases due to these newly imposed U.S. sanctions. Major Chinese firms like PetroChina and Sinopec have suspended short-term deals with Rosneft and Lukoil over compliance issues.

India’s refiners are also reportedly decreasing imports from Russia, which could severely impact Russia’s oil revenues and lead to tighter global supplies, pushing up prices for non-sanctioned crude sources from different regions.

Interestingly, the sanctions come just a few days after Trump scrapped plans for a trilateral summit in Hungary that included both Putin and Ukrainian President Zelensky. This abrupt change continues a pattern in Trump’s dealings with Russia, characterized by oscillating displays of both engagement and confrontation, which can complicate dynamics for allies and adversaries alike.

During the announcement of the sanctions, Bessent emphasized the urgency for negotiation, saying, “Now is the time to stop the violence and negotiate a ceasefire.” Analysts suggest that these sanctions aim to regain leverage and push both Moscow and Kiev back to the negotiating table amid a prolonged deadlock.

Andrew Danieli, a deputy director at the Atlantic Council, described the sanctions as a positive measure, although just a piece of what’s needed to curb Russia’s funding for the war. He pointed out that effective enforcement will be crucial, indicating that buyers of Russian crude may seek significant discounts to avoid U.S. penalties, which would further harm Russian earnings.

Trump insists that he wants to end the war without extending U.S. engagement indefinitely, looking toward a future where both sides can negotiate a resolution based on existing territorial divisions. “Now’s the moment for both sides to stop fighting,” he stated, reflecting on the need for a ceasefire.

Overall, these sanctions and the cancellation of the summit signify a pivotal change in Trump’s strategy, balancing economic pressure with potential diplomatic avenues for resolution. “I don’t want to have a useless meeting. I want to avoid wasting time,” Trump told reporters, underscoring his more decisive approach moving forward.
