California Governor Gavin Newsom (D) revealed on Thursday that the state will allocate $140 million to Planned Parenthood abortion clinics to offset reductions in federal funding.
Due to the Hyde Amendment, federal dollars cannot support abortion services. However, federal funds are provided for other family planning initiatives, which critics argue makes them “fungible.”
Earlier this year, President Donald Trump eliminated all federal support for family planning programs as part of the One Big Beautiful Bill Act. Planned Parenthood has yet to restore that funding through legal means.
As a result, the Newsom administration, known for its strong support of abortion rights, has decided to step in and provide the necessary funding.
“California is a state that values reproductive freedom, and this investment reaffirms our commitment to ensuring continued access to essential healthcare, especially in challenging times. Trump’s actions to defund these programs place various communities at risk, forcing people to rely on community health providers for basic care,” Newsom stated in a press release on Thursday.

The state is dedicated to supporting Planned Parenthood affiliates amid ongoing political pressures from Trump’s administration and congressional Republicans.
California has faced a budget deficit for the last two years, following a substantial surplus. The latest shortfall amounted to $12 billion, prompting cuts in various programs by the state Legislature.
Yet, surprisingly, Newsom managed to secure $140 million for Planned Parenthood, alongside $251 million for special elections that Democrats aim to hold to get approval for gerrymandered congressional maps created behind closed doors.
