U.S. Envoy to Meet with Putin to Discuss Ukraine Peace Proposal

Steve Witkoff, the U.S. Special Envoy for Peace Missions, is set to meet with Russian President Vladimir Putin on Tuesday afternoon. This meeting follows confirmation from the Kremlin and aims to discuss the White House’s suggestions to halt Russia’s invasion of Ukraine.

Last week, President Donald Trump kicked off an intense series of negotiations, presenting a 28-point peace plan and initiating conversations with leaders from Ukraine. The proposal reportedly calls for concessions from both sides and demands assurances from Russia to cease its aggressive actions towards Ukraine. It includes a push for an immediate ceasefire to safeguard civilians and allows Russia to keep control over the Donbas region, which was “annexed” by Putin in 2022. Additionally, Ukraine would have to agree not to seek NATO membership and limit its military size. In exchange, Russia could face military responses and sanctions if it continues its aggressive stance.

After discussions in Geneva with the Ukrainian government, reports indicate that the peace proposal has undergone substantial revisions, narrowing down to about 19 to 20 points, which might be more favorable for Ukraine compared to the initial draft. The latest official version has not been made public, and neither party has confirmed the information being speculated by media sources. The Russian government has also stated that it hasn’t received any formal documents ahead of the meeting with Witkoff.

While some media suggested the possibility of a peace agreement by Thanksgiving, the Russian government has stated that it requires a meeting with the U.S. envoy to assess any deal properly before providing a response.

Dmitry Peskov, Putin’s spokesman, reiterated on Monday that the meeting with Witkoff would take place, but he avoided going into specifics about the ongoing negotiations. When questioned about NATO membership, Peskov preferred to discuss such details directly with Witkoff rather than with reporters.

Peskov noted that Putin would also be meeting with foreign delegations, including those from India and possibly China, describing his schedule as quite busy.

The Russian government has been particularly cautious in commenting on the potential peace deal to conclude the invasion of Ukraine, which has been ongoing since 2014 and escalated into a full-scale military action in 2022. Russian presidential aide Yuri Ushakov stated recently that Russia does not have a defined position on the talks since it hasn’t engaged in formal negotiations yet.

Ushakov emphasized, “The Russian side has not yet negotiated concrete documents with anyone. We’re looking forward to meeting Mr. Witkoff, hopefully with additional members of the U.S. team.” Similarly, Foreign Minister Sergei Lavrov remarked last week that there hasn’t been an official version of the peace proposal provided to them yet, mentioning that current discussions are largely speculative.

The meeting between Witkoff and Putin comes after extensive negotiations held in Florida on Sunday with representatives from the Ukrainian government. Witkoff was present alongside Secretary of State Marco Rubio, who later noted that while substantial efforts were needed, some progress had been achieved.

Rubio described the situation as “complex” and “delicate,” acknowledging that Russia wasn’t heavily involved yet in the discussions. He mentioned the efforts made in Geneva, suggesting that the groundwork for future negotiations had begun. Trump remarked that there was “a good possibility” of reaching an agreement, although he did not specify a timeline for a long-term peace solution.

Ukrainian President Volodymyr Zelenskyy expressed gratitude towards Trump and the U.S. government for facilitating the talks. He emphasized the importance of the dialogue fostering a constructive dynamic, tackling issues openly, and focusing on Ukraine’s sovereignty and national interests. “We will continue our efforts,” he added.
