Human Smuggling Ring Busted in South Texas

U.S. Immigration and Customs Enforcement (ICE) agents have dismantled a human smuggling ring in South Texas, leading to the arrest and sentencing of a man involved in a shocking case of kidnapping and sexual assault against a family.

Rodolfo Daniel de Hoyos, 22, also known as “Ruffles,” received a sentence of over 14 years in prison for his role in conspiring to harbor illegal immigrants and causing significant injury to others. This sentencing was announced by the U.S. Attorney’s Office for the Western District of Texas.

De Hoyos is one of nine smugglers arrested in Kinney County, Texas, following a thorough investigation by ICE Homeland Security Investigations, supported by the Texas Department of Public Safety and other agencies. This operation aligns with the Trump administration’s initiative called “Operation To Take Back America.”

Prosecutors stated that de Hoyos was part of an incident involving the kidnapping of a family—comprising a man, a pregnant woman, and their 7-year-old child. Reports allege that smugglers subjected pregnant women to sexual assault and held their families for ransom, demanding at least $1,000 from relatives while making threats against the child’s life and the unborn baby if the demands weren’t met.

De Hoyos was initially apprehended in 2021 by a Texas Department of Public Safety officer, who noticed him transporting three passengers in disheveled clothes. De Hoyos admitted that he was paid $1,500 to take them to Del Rio. His second arrest occurred in August 2023 concerning the family’s kidnapping.

In this case, other smugglers have also faced justice. Juan Antonio Flores, a 36-year-old Texas resident, was sentenced to over 17 years for orchestrating a smuggling trip, alongside co-conspirators Tomas Estrada Torres and Nelson Abilio Castro Celaya, who received more than 12 and 15 years, respectively. Additionally, Edwin Alfredo Barrientos-Mateo, a 23-year-old Guatemalan, has been sentenced to 30 years connected to this ring.

Furthermore, several accomplices, including Amber Obregon and Pedro Luis Gonzalez, have pleaded guilty and are awaiting their sentences.

Angel Simmons, U.S. Attorney for the Western District of Texas, emphasized the dangers posed by human smuggling organizations, conveying a warning to potential illegal immigrants. He stated, “These organizations prioritize profit over the lives and well-being of the people they exploit.” He warned against trusting such groups and highlighted their disregard for human life.

In a related legal matter this week, another individual, Pedro Luis Martínez Jaquez, a 36-year-old Mexican national, received a sentence exceeding 30 years for his key role in a conspiracy that resulted in transporting numerous illegal immigrants, causing at least one fatality. Simmons lauded Martínez Jaquez as a significant figure in foreign smuggling operations, stating he had earned substantial profits within an 18-month period.

These law enforcement efforts are part of a broader initiative to combat transnational criminal organizations, a priority underscored by the previous administration.
