Concerns Over Nuclear Safety at Iran’s Bushehr Power Plant

As tensions rise between the United States, Israel, and Iran, the leader of the United Nations’ nuclear watchdog expressed alarm on Wednesday over a projectile strike near Iran’s Bushehr nuclear power plant. This incident, he warned, threatens to breach critical nuclear safety standards.

Rafael Grossi, Director-General of the International Atomic Energy Agency (IAEA), noted that while no visible damage to the plant’s core systems was reported in the recent attacks, a direct hit on a functioning reactor like Bushehr could lead to a serious radiological incident. “If there were to be an accident at an operating nuclear power plant, it would create a very grave situation,” he stated. “This represents the most critical threshold in nuclear safety.”

He further elaborated, “If the core of the reactor is impacted, it’s highly probable that radioactivity could disperse into the atmosphere.”

In the days leading up to this warning, projectiles had hit sections of the Bushehr nuclear facility, marking the closest known strike on an active reactor amid ongoing conflict. The motives behind the strike and who executed it remain uncertain.

Grossi mentioned that the projectile seemed to have struck a smaller structure within the facility’s grounds, possibly a lab or support building, indicating that the reactor itself sustained no direct damage and that there were no casualties reported. He pointed out that nuclear power plants encompass extensive areas that include administrative and infrastructure buildings, which increases the likelihood of an attack occurring without directly affecting the reactor core.

Despite no onsite inspections being conducted, Grossi suggested that independent verification would necessitate a direct presence at the site; however, he stated that current images did not indicate significant damage. Nevertheless, he emphasized that the potential consequences would escalate dramatically if an explosion were to occur at the reactor.

Grossi reminded that, unlike other nuclear facilities, operating reactors maintain a live core where nuclear fission takes place, meaning a direct hit has the potential to release substantial amounts of radioactive substances into the surrounding environment.

There appears to be a shared understanding internationally that targeting nuclear power plants during armed conflicts is unacceptable, despite the recent near-misses with delicate nuclear facilities. Iran has blamed the United States and Israel for the projectile strike, although those claims have not been independently verified. U.S. officials have denied any involvement, while the Israeli military claims it has no knowledge of such an attack.
