Fetterman Opposes AI Data Center Moratorium Proposal

Senator John Fetterman, a Democrat from Pennsylvania, has voiced his disagreement with the idea of a moratorium on artificial intelligence (AI) data centers in the U.S., labeling the proposal as “China first.” He argues that the United States should establish a new framework for AI development that prioritizes American interests.

“A new foundation for AI must be built by the United States,” Fetterman stated. He emphasized the necessity of implementing appropriate regulations without giving AI dominance to China. In a recent post, he shared an Axios headline about a bill for a data center moratorium introduced by Senator Bernie Sanders and Representative Alexandria Ocasio-Cortez.

Sanders and Ocasio-Cortez are pushing for legislation that aims to halt the construction and expansion of AI data centers nationwide, voicing concerns about AI’s implications and the infrastructure needed to support it.

Ocasio-Cortez, during a press conference, expressed the opinion that the proposed bill rises from lessons learned after the internet’s growth, advocating for regulations that protect the public from the excesses of Big Tech and prioritize collective prosperity.

When asked if suspending data center operations could benefit China, Sanders suggested that, ideally, global leaders, including the U.S. and China, would collaborate to ensure technology is developed responsibly to avoid existential risks.

Ocasio-Cortez further commented that companies should not be allowed to exploit American resources without accountability. They need to establish their own energy and infrastructure, rather than relying on public support.

According to details made public by Sanders’ office, their proposal would freeze the construction or enhancement of AI data centers until effective regulatory laws are put in place. These proposed regulations would demand that AI products be approved by the federal government to ensure public safety and safeguard workers’ rights and privacy.

The proposed bill also stipulates that once the moratorium is lifted, any newly built or upgraded data centers must not unfairly raise utility costs or worsen environmental impacts. Additionally, it ensures that local communities have the authority to consent to or reject projects affecting their areas and that the operation or construction of these facilities must not receive government subsidies. Moreover, it aims to secure strong labor standards by creating union jobs.

In a related note, the proposal extends further by prohibiting the export of AI-related hardware to countries lacking similar regulations.
