ICE requests NC to detain Romanian woman found guilty of child sex offenses for deportation.

Immigration and Customs Enforcement (ICE) is requesting that North Carolina police extradite a Romanian national, Rebecca Fratilla-Illies, who has a history of child sex offenses and faces deportation linked to a fraudulent asylum claim and an early release from prison.

Fratilla-Illies was convicted on two counts of sexual exploitation of a minor and statutory rape after abusing a middle school boy. She had been serving a 10-year sentence in Virginia, but according to ICE, she was released early.

On March 12, 2025, she was arrested in North Carolina for violating probation, prompting the Guilford County Sheriff’s Office to alert ICE about her custody. ICE Director Todd M. Lyons expressed concern in a statement, noting that on April 17, an immigration detainer was filed against her to prevent her release. He pointed out that despite being a lawful permanent resident, Fratilla-Illies’ past convictions for child sex crimes make her subject to deportation.

ICE’s investigation revealed that she received her green card in 2006 after immigrating to the United States as a child. However, the agency stated that the asylum relief she obtained was based on a fabricated lawsuit filed by her mother.

Fratilla-Illies was ordered to be deported in 2017 when she did not attend her immigration hearing. She later appealed and was granted relief five years later. Currently, she remains in custody in North Carolina over her probation issues.

ICE is continuing to await the next steps in her deportation process as this case unfolds.
