Sen. Josh Hawley Proposes Legislation to Support Rural Emergency Rooms
Senator Josh Hawley from Missouri has introduced new legislation aimed at addressing the urgent healthcare crisis in rural America. He emphasized the need for Congressional action to maintain the viability of rural emergency rooms, which are increasingly at risk.
“People living in rural areas are facing a troubling shortage of emergency medical services,” Hawley remarked. Specifically, in Missouri, 12 rural hospitals with emergency departments have closed in recent years. Those that remain are finding it difficult to operate, struggling to keep their doors open.
“It’s crucial that Congress acts quickly to ensure that hardworking families in these areas have access to essential emergency care,” he added.
This legislative effort is part of the proposed Rural Hospital Emergency Room Guarantee Act, which aims to halt the rapid decline of rural hospitals. Hawley’s office notes that nearly 200 local hospitals have shut down across the United States since 2005, creating what they describe as a “widespread emergency room desert.” In some instances, residents have to travel over an hour to reach urgent care.
Missouri faces a particularly severe situation. Records indicate that nearly half of the state’s rural hospitals are operating at a loss, with around 20% at an imminent risk of shutting down.
To help sustain these hospitals, the proposed legislation outlines plans for a dedicated funding stream over the next ten years, managed by the Health Resources and Services Administration. Should the bill proceed, eligible rural hospitals would receive an annual base allocation of $1 million to meet ongoing emergency room expenses. This funding would be distributed quarterly and adjusted for inflation, with additional resources allocated based on specific financial and patient needs.
Moreover, hospitals in immediate danger of closure could access a one-time emergency payment up to $250,000. Importantly, Hawley’s office assured that this new funding would not negatively affect these hospitals’ eligibility for other federal healthcare programs or grants.
Hawley plans to formally announce the Rural Hospital Emergency Room Guarantee Act during a press conference scheduled for Wednesday at 3 p.m. ET.
