Virginia couple arrested after 2 children found chained up inside home

Virginia's mother and her Police said two of the boys' boyfriends have been charged after they were found inside a home with their ankles chained to a post.

Wendy Del Cid Rodriguez, 46, and Franklin Viera Guevara, 29, were each arrested on suspicion of two counts of child abuse, two counts of child neglect and two counts of kidnapping.

Fairfax County Police responded to an apartment in the 6700 block of Tower Drive in Groveton, Virginia on August 15th in response to a report of possible child abuse.

According to a criminal complaint, officers reported hearing the sound of chains rattling inside when they knocked on the door. Fox 5DC After someone opened the door, officers found a chain wrapped around a post next to the bed and two boys chained to their ankles.

Officers who responded to the scene said the boys, ages 9 and 7, had visible marks on their ankles consistent with the shape and size of the chains.

Rodriguez and Guevara told investigators they briefly chained the boys by their ankles to “intensely intimidate” them from leaving the house.

One of the boys used his roommate's phone to take photos of his chained ankles and sent them to his sister, who called 911, according to court documents.

The roommate told police the boys were being held unsupervised while the suspect was not at the home.

Rodriguez was released on bail and has a preliminary hearing scheduled for Oct. 2, while Guevara remains in the Fairfax County Adult Detention Center without bail. Guevara has a bail hearing scheduled for Wednesday and a competency hearing scheduled for next month.
