California judge blocks school district’s transgender notification policy for parents

A California judge has blocked a school district from enforcing a policy requiring teachers and staff to notify parents if a student wants to change their name or pronouns.

San Bernardino County Judge Michael Sachs issued a preliminary injunction against the policy last year, and the court has now formally struck down much of the plan. The judge allowed parts of the policy that required parents to be notified if a student's name or pronouns are officially changed in school records.

The ruling comes more than a month after California Governor Gavin Newsom signed a bill in July banning schools from implementing the notification requirement.

AB 1955 has been praised by LGBTQ+ advocacy groups, who say the ban helps protect transgender and gender non-conforming students who live in unwelcoming homes.

Tony Huang, executive director of the LGBTQ+ advocacy group Equality Californiacalled the legislation “critically important” to strengthen protections from parental notification policies for LGBTQ+ youth.

But the conservative California Family Council said the law infringes on parental rights.

“This bill undermines the fundamental roles of mothers and fathers and puts boys and girls at potential risk,” Council President Jonathan Keller said in a statement. “Mothers and fathers have a constitutional and sacred duty to guide and protect their children, and AB 1955 egregiously violates this sacred duty.”

The new law comes after some California school districts passed policies requiring parents to be notified if a child wants to change their gender, sparking backlash from Democratic state officials who say students have a right to privacy from their parents.
