The Trump administration issued a memo to all federal agencies on Wednesday, saying “reorganization plans” should be prepared to prepare more downsizing.

The Office of Business and Budget (OMB) and the Office of Personnel Management (OPM) have given guidance on how to reduce the workforce and have issued memos to all agency leaders.
This is another step towards implementing President Donald Trump's executive order entitled “President's “Government Efficiency Bureau” Labor Optimization Initiative.”
The memo also noted that government agencies must submit these plans by March 13thth And to prepare for “forced reductions.”
“Agencies should try to integrate areas of overlapping institutional organizational charts. Integrate management layers with unnecessary layers. They seek to reduce non-critical components and location. Implement technical solutions that allow staff to focus on more valuable activities while automating regular tasks. Close and/or integrate local field offices to the extent that is consistent with efficient service delivery. Maximize the use of external consultants and contractors,” the document states. “When taking these measures, agents must coordinate closures and relocations with closures and/or agency return office actions to avoid multiple relocation benefits costs for individual employees.”
The memo outlined several exclusions, including law enforcement, border security, national security, immigration enforcement, or positions required to meet public safety liability.
The first phase involves submitting a list of institutional departments and employees performing functions not required by law or regulations that are not considered essential employees during government closures.
In the second phase, OMB and OPM are seeking an overview of “a positive vision for more productive and efficient agency operations going forward.” These are scheduled for April 14thth Must be implemented by September 30thth.
Additionally, the requested information includes the agency's proposed organizational chart and confirmation that it reviewed all employee job descriptions, recent performance reports, service length and veteran status.
The message comes after a series of directives from the Ministry of Government Efficiency (DOGE) that have caused the government to scramble since the creation of the agency via an executive order from the President on the day of the inauguration.
Doge, run by Elon Musk, has gone through multiple agencies to find wasteful government spending, identifying thousands of jobs that are deemed redundant or unnecessary.
Last weekend, Musk posted to X that all federal employees received an email with the subject “What did you do last week?” I have instructed the recipients to list five bullet points or be fired by 11:59pm on Monday.
At a cabinet meeting on Wednesday, President Trump suggested he was looking at one million people who didn't respond to emails again. However, he admitted that some may not be responding to the nature of their work.
Those who didn't respond, saying “it's on the bubble,” added “Maybe they'll be gone.”
