DOGE Expert Slams Technology Contractors at IRS Agency

The Treasury Department's Internal Revenue Division spends billions on technology contractors, but in return there is little in return, says a technology consultant employed by the Department of Government Efficiency (DOGE) office.

“It's hard to really grasp the scale of this,” says IRS consultant Sam Corcas I said Fox News May 20th Lowline Graham:

It processes roughly the same amount of data as a medium-sized bank. A typical medium-sized bank has 100-200 people in it, with operational and maintenance budgets ranging from $20 million a year. We have 8,000 people and our operational and maintenance budget is $3.5 billion a year. I don't really know why yet, but 80% of the budget goes to the contractor and license.

To solve these problems, it doesn't need much – just the ones who care. You will find [existing] The $10 million, $20 million, $30 million, $50 million contract just asks, “Why are you doing this?” and [the answer is] “I don't know.” Then cancel and nothing [bad] It happens. It's just inertia.

Treasury Secretary Scott Bescent told Ingraham that private sector contractors are like Pison, wrapped in agencies that provide funding.

I've been here for 8 weeks [and] One of the biggest surprises for me is seeing these entrenched interests continue to constrict themselves around power, money, and systems, and no one cares. I said [Corcas] Today, the IRS [technology upgrade] The system was supposed to be delivered in 1996 and he said it was launched in 1990, so that said it was how late they were and no one cares. And the other things we see, like Sam said, some of the employees, many of them are great. It's this consultant group… They're like a bore contraction, they're like a python… They're sluggish themselves around our government and the costs being handed over to taxpayers are incredible.

When government agencies highlight the usual difficulties of acting efficiently for Americans; ustechworkers He defends US technology experts. Lin continues:

It's the worst in any possible world [government officials] There is no conclusion. That's not [an official will say]”Amazing, this [contract] The project is an absolute failure. “They are [contractors can] Please come back [for more money] Because of a barrier to entry into others.

However, this issue is exacerbated by the large use of imported, inferior, right-right unright H-1B contract workers.

Congress allows us and foreign contractors and subcontractors to import many foreign H-1Bs. He said companies will help import contract workers primarily from India to extract greater profits from long-term government projects.

The H-1B is preferred because it allows you to make less payments and doesn't blow whis away with fraud or incompetence. Additionally, the H-1B allows contractors to add surplus workers to each contract called “featherbeading” which maximizes payments from the government.

However, he said, “If the government excludes H-1B, there will be an opportunity to reintroduce merit and professionalism to the IT sector class that supports the government, and there are patriotic Americans who are interested in doing what is best for the country.

“We haven't seen that. He's just seeing more and more spending from the government on fat contractors,” Lynn said.

There are thousands of H-1B workers Employed by federal agencies and contractors.

Many imported H-1B workers become legal immigrants, some are promoted to managerial positions, some bringing home culture. For example, Fedscoop.com It has been reported in September 2024:

Sattville Tukull, 62, of Germantown, Maryland, has implemented two bribery plans over his four years as a computer engineer overseeing the IRS' subcontractor supervision, according to the DOJ.

It first began in October 2018, when Thukral asked for cash payments from the owner of an unnamed company working on the subcontractors he overseen. Cash payments generated from the company's IRS subcontractors came to Thukral between 2018 and 2020, totaling over $120,000, according to DOJ.

Separately, in July 2022, Thukral received about $2,800 in cash from the manager of the major tax contractor. According to the DOJ, the manager paid Thukral. Because the manager-connected contracts allowed two qualified individuals to maintain employment. According to the DOJ, the manager was also under the impression that Thukral had influenced the awarding of the $200 million contract and was chosen to serve on a three-person panel to assess the technical feasibility of the bid.

“We don't have H-1Bs working on federal, state or local projects,” Lynn said.

They are foreigners. Only these outfits should Americans work. It doesn't matter if they are contractors or employees, it should be Americans alone.

Corcas said the new leadership is to reduce costs and bring back the agency's non-contractors, internal and civil service technology experts.

Career staff are super cooperatives. So far, I think we've cut about $1.5 billion from the modernization budget. This reduces most of the projects that continue to pull this complexity down in the codebase. I think most people I interacted with are really excited [to see that] Someone actually cares now. They were in a situation where their hands were tied and they were unable to resolve what they knew and needed to resolve. My experience was clearly very positive working with them.

“We have this massive government debt, so it's all on the deck,” Bescent said: “We're going to pay it back, but we're going to improve the government's work.”
