Prosecutors said a New Jersey mother was arrested after wearing a dog shock collar on her child and leaving a mark on her neck.
Kimberly Cruz Feliciano, 30, was charged with putting the welfare of a child at risk, two counts of aggravated assault, one count of witnesses tampering with threats of force and one count of obstruction, the Cape May County Prosecutor's Office said in a news release.
The abuse was discovered on March 17th and arrived at a primary school in Cape May, where the child has visible marks on the body. The Special Victims Unit of the Public Prosecutor's Office and the Cape May Police Department began a joint investigation, and Cruz Feliciano was arrested the following day.
Indiana police officers were charged with standing cold and freezing with threatening signs after forcing their daughter, age 6.

Investigators learned that if abuse was reported, Cruz Feliciano threatened the child with more violence if abuse was reported, according to a news release.
The shock collar can provide a high charge of 100 volts.
The victim said the collar was kept in a bedroom with items belonging to the family's dead dog, and court documents revealed that the collar was regularly requested after the animal's death, WPVI reported.

Cruz Feliciano admitted to the abuse, and according to the outlet, Sonia Feliciano, 59, reportedly told police that he had disposed of his mother, Sonia Feliciano.
The victim's maternal grandmother faces accusations of obstructing and tampering with evidence, but was released on a summon that stifles the court's case.

“This case highlights the continued dedication of law enforcement to protect the most vulnerable members of our community,” Cape May County Prosecutor Jeffrey H. Sutherland said in a statement. “We make all child abuse allegations as serious as possible and continue to ensure that those responsible for such heinous conduct are fully accountable under the law.”
