Legal documents say he was attacked after accusations of spiked his colleague's coffee with Viagra and Adderall, defecating on the floor, and even thrustting a skin needle into the officer's penis.
The offensive attitude was part of a culture of humiliation, harassment and vulgarity that Northbelgen Police Chief Robert Farley has allegedly grown up within the department since he was in charge last year, according to a group of police officers preparing to sue him and the town.
Farley was also accused of sneaking in peppers that are perfect for police food, sending adult toys and a gay pride flag to police homes, and throwing eggs “in rage” in legal documents.
Five officers filed legal action in preparation for lawsuits for retaliation, harassment and discrimination.
“I've never seen anything like this in my life,” said executive lawyer Patrick Toscano. He spoke to NJ.com on Wednesday.
Farley became the police chief February 2024 After more than 20 years in the department, it is said that he wasted a little time starting to harass his subordinates.
Michael F. Delin, who worked as a special captain in the administrative role, accused him of chasing him around the office after cornering him in August 2024, entering his penis through his jeans and entering him through his jeans.
“When I told Chief Farley was unhappy with his actions, he told me he didn't know how to joke,” Delin wrote in a notice of claims, a precursor to the lawsuit.
Delin, a former detective in the department, claimed that Farley shaved his body's hair over people's property and their food.
When he planned to report the Chief's actions to the New Jersey Attorney General's Office, he was fired and his son, det. Michael A. Delin said the notice alleged.
He and Lt. Colonel Alex Guzman also cited multiple times that Farley was said to have freed himself outside the bathroom.

“Chief Farley pulled his pants down several times and defecated on the floor in front of the entire office staff,” Guzman wrote in a request notice.
One day he even pooped in the trash can in the office where he was moving, and Guzman insisted that he would find it when the next police officer moved into space.
When Farley was allegedly putting chili peppers in the food of another employee and heated it in the microwave, the smoke emitted from the stunt made EU sick inside one person, according to a notice of the claim.
“Chief Farley also tampered with office coffee by adding prescription medications such as Adderall and Viagra, causing staff to carelessly experience the effects of these substances without their consent,” Guzman wrote.
Young Delin said he didn't think it was safe to drink from the pot anymore, so he started getting coffee from the machine.
Meanwhile, Officer Rashid Siyam in the notice allegedly in the face of racist remarks in the office and was reassigned as a whistleblower, while Officer Christopher Bowen also claimed that he was unfairly reassigned for retaliation and did not hit an illegal ticket quota.

“We strongly deny these false and outrageous allegations by disgruntled police officers who are relying on attacking the reputation of dedicated civil servants and promoting their own selfish goals,” a town spokesperson said.
“In order to avoid the emergence of conflicts of interest and to be fully convinced that these claims will prove false, I have actively introduced them to the Hudson County Prosecutor's Office for review.”
