The Political Landscape for New York Governor Kathy Hochul

A year after her initial election, New York Governor Kathy Hochul is gearing up for the highly contested Democratic primary. However, recent polls and developments suggest she may not be entering this race on a strong footing.

Despite being an incumbent and having the advantage of her party’s substantial voter registration, Hochul is considered one of the most politically vulnerable governors in the nation.

In theory, she should be in a good position. New York has historically leaned Democratic, with no Republican winning statewide since George Pataki secured a third term in 2002. Yet recent University of Siena polls indicate a substantial portion of New Yorkers would prefer an alternative to Hochul in the governor’s office.

Her approval rating, particularly among independents, is struggling. Even within her party, concerns are rising. Lieutenant Colonel Antonio Delgado has announced plans to challenge Hochul in 2026, and Congressman Ritchie Torres is also emerging as a potential contender. Polls suggest that both have garnered favorable numbers compared to the governor. Although Hochul appears to lead in a three-way primary, she has yet to surpass 50% support.

This scenario does not represent a governor who can count on an easy re-election.

The challenges facing Hochul are not necessarily ideological; they stem from weaknesses in her leadership style. She occupies what is arguably the most powerful gubernatorial office in the country. The New York Constitution gives her significant budgetary authority, including the ability to make critical changes and push legislation to ensure the state functions smoothly while budget negotiations are ongoing. Yet, in the spring of 2025, her budget passed with a delay of over five weeks—not due to opposition from Republicans, but rather from challenges within her own party.

Instead of using her powers decisively, Hochul has often shied away from conflict with Democratic lawmakers, allowing them to extract key concessions that made reaching a budget agreement a struggle. Observers noted how effectively legislative leaders managed to outmaneuver her.

This contrasts sharply with her predecessor, Andrew Cuomo, a more adept political operator who knew how to utilize executive powers to achieve his objectives. In Hochul’s case, perceptions of indecision and ineffectiveness have begun to take hold. Notably, even some within her party are discussing constitutional amendments that would limit the governor’s budgetary power—an indication of her waning influence in New York’s Democratic circles.

Moreover, the budget disputes have revealed a growing divide between Hochul and progressive factions of her party. Initiatives she pushed, such as restrictions on mobile phones in schools and rolling back criminal discovery reforms, were framed as necessary responses. However, they were viewed by many progressives as regressions, undermining the reforms they fought for. As a result, Hochul’s image as a reliable leader has suffered within her own party.

Her inconsistent electoral performance has only added to her challenges. In 2014, she ran for Lieutenant Governor alongside Andrew Cuomo but stumbled, losing significant democratic strongholds to a lesser-known opponent. In subsequent elections, she narrowly avoided defeat against primary challengers and won the governorship in 2022 by only six points, marking the narrowest margin for a Democrat in decades.

Despite over a decade in statewide politics, Hochul has struggled to energize her base and expand her coalition, often winning by closer margins than expected. This susceptibility opens doors for Republicans to capitalize on her vulnerabilities. Should they present trustworthy, well-funded candidates in 2026 who can effectively address issues like crime and affordability, they might pose a serious threat to her re-election.

While New York remains a predominantly blue state, the governor needs to demonstrate effective leadership. Hochul faces increasing pressure, and unresolved political disputes could culminate in significant challenges for her career come the next election.
