Councilwoman Lisa Herbold reportedly told police, “I was on the west side of the living room near the kitchen when I heard a loud noise that sounded like a gunshot and ran into the kitchen for cover.” When the City Council passed the police budget cuts in August 2020, only one council member voted against them. It wasn’t Herbold.She also proposed amending city ordinances to allow for what’s called an “indigence defense” when committing minor crimes such as trespassing or shoplifting.
