Cuban Operative for Foreign Influence Taken into Custody by State Department

Carlos Antonio Roga Dominguez, a Cuban man who was employed as a foreign agent for the communist Castro government in the U.S. for over ten years, has been taken into custody along with his family, according to an announcement from the U.S. State Department on Wednesday.

Currently, Roga Dominguez, his wife, and son are in federal detention awaiting removal from the country after Secretary of State Marco Rubio terminated their legal status.

The State Department noted that Roga Dominguez worked for the Cuban People’s Association (ICAP), an organization known for promoting leftist activism internationally. ICAP was founded in December 1960 by Fidel Castro with the goal of spreading Marxism and far-left ideas globally.

In early June, the State Department imposed sanctions on ICAP and various other entities connected to the Cuban government, including “President” Miguel Diaz-Canel and members of the Castro family. ICAP is reportedly central to the Cuban regime’s extensive international influence network, comprising over 2,000 organizations in more than 150 countries.

The State Department explained, “ICAP has a longstanding connection with Cuban intelligence. The current president of ICAP, Fernando González Llorto, is a former Cuban spy who served 15 years in a U.S. prison for his involvement in the notorious Wasp Network, a significant illegal espionage operation in Florida during the late 1990s.”

Continuing, the statement mentioned, “In conjunction with the Cuban communist regime, ICAP has a large presence in the U.S., disseminating negative propaganda about America, nurturing pro-Havana activists and politicians, and lobbying on behalf of Cuba’s dictatorship at various governmental levels.”

Secretary of State Marco Rubio emphasized on social media, “The U.S. will never be a refuge for foreign communists who spread propaganda, conduct undercover influence operations, or support radical anti-American movements. Engaging with ICAP could result in sanctions, legal action, or deportation.”

The State Department further highlighted that ICAP forges connections between the Cuban regime and extremist factions in the U.S., using far-left activists to further Cuba’s communist agenda. Consequently, they issued strong warnings that foreign individuals associated with ICAP’s anti-American initiatives could soon find themselves on ICE deportation flights.

An important mention is the Bloomberg Act. Reports indicate that ICAP is part of an influence network linked to Marxist streaming personality Hasan Piker, among others, who were invited to Cuba for a propaganda rally supporting the repressive Castro regime. Piker has also revealed that he received a subpoena from U.S. authorities regarding this trip.

Additionally, an investigation highlighted by Fox News found that ICAP officials have cooperated closely with U.S.-based nonprofit organizations over the past decade to assist the Cuban Communist Party. Some of these nonprofits reportedly link to tech billionaire Neville Roy Singham, who is currently under scrutiny by the U.S. Department of Justice.

Among the groups reported by Fox News is The People’s Forum, a far-left organization associated with the Breitbart News Foundation. It’s been reported that this group received a large donation from Singham and his wife, who co-founded Code Pink. The People’s Forum is also linked to Chinese Communist Party propaganda efforts.

It was further reported that about 145 nonprofit, labor, advocacy, and activist organizations in the U.S. have come together to back the Cuban government. Combining revenues of these organizations amounts to approximately $1 billion.

Alongside the June sanctions against ICAP, the State Department also sanctioned its subsidiary, Amistar Cuba, as well as the Ministry of the Cuban Revolutionary Armed Forces (MINFAR) and the Committees for the Defense of the Revolution (CDR), both of which have played significant roles in the repression experienced by the Cuban populace over the decades.
