Public Comment Period Opens for East Harbor Island Redevelopment
The Port of San Diego has initiated a public comment period regarding an ambitious plan to redevelop East Harbor Island, aiming to turn a heavily congested area of the California port into a dynamic entertainment destination.
With the draft Environmental Impact Report (EIR) now available, community members can submit their feedback on the project until August 24.
If the redevelopment receives approval, the site—currently used for surface parking, rental car operations, and as temporary support for airport construction—would be transformed into a prime coastal attraction, situated across from the airport and next to the Port Police Headquarters.
The proposed plan features a 10.1-acre public waterfront park, which would include walking paths, plazas, playgrounds, restrooms, and public art, according to reports.
Adjacent to the park, there is also a vision for a 16.5-acre entertainment district. The proposal includes a Topgolf venue, which will occupy 9.8 acres, providing a blend of an arcade and driving range, while additional space will be earmarked for a future food and beverage establishment selected through a bidding process.
Additionally, the plan addresses necessary changes to local infrastructure to handle expected tourist traffic. This includes realigning Liberator Way, adding public parking, creating new sidewalks, and reconfiguring intersections in the area.
Port officials have noted that no final approval has yet been granted. The comments collected during this public input phase will inform the final EIR.
Both the environmental report and proposed amendments to the port master plan, including lease options for the Topgolf facility, are anticipated to be voted on by the Port Commission in late 2026.
