Russia’s Capabilities and Potential Attack on NATO

A senior German military official has indicated that Russia possesses the capacity to execute a limited attack on NATO territory at any moment, although the actual choice to do so hinges on the actions of its Western adversaries.

Lt. Gen. Alexander Solfrank mentioned in an interview with Reuters that Russia’s existing military capabilities could enable a small-scale attack on NATO territory as soon as tomorrow. “It could be small, quick, and localized; nothing to worry about too much. Russia is pretty entrenched in Ukraine right now,” he remarked.

Solfrank, who oversees defense planning as Germany’s joint operations commander, mirrored NATO’s warnings that Russia’s ongoing military buildup could lead to a significant assault against the alliance as early as 2029.

President Vladimir Putin has rejected any suggestions of offensive intentions, claiming that the full-scale invasion of Ukraine in 2022 was merely a response to NATO’s expansionist approach toward Russia.

While speaking from a military base north of Berlin, Solfrank pointed out that despite setback in Ukraine, the strength of Russia’s air force remains considerable, and its nuclear and missile capabilities are still intact.

He acknowledged that although the Black Sea Fleet has faced considerable losses, the rest of the Russian fleet has not diminished significantly.

“Despite the losses of ground forces, Russia is aiming to bolster its troop count to 1.5 million,” he noted, adding that they possess enough main battle tanks to mount a limited attack at any time, though he didn’t confirm that such an operation was under current consideration.

Having led Joint Operations Command since its establishment in 2024, which marked a shift from overseas missions to defense of NATO territories, Solfrank previously managed NATO’s logistics command in southern Germany.

“Russian Attack within the Realm of Possibility”

Recent drone incidents in Polish airspace have intensified apprehensions among Western nations regarding Russian escalation.

This year, Berlin modified its constitutional debt regulations to align with NATO’s new military spending target of 3.5% of national output by 2029. This adjustment would raise defense expenditures from about $115 billion in 2025 to approximately $187 billion by 2029.

Germany also plans to expand its military personnel by 60,000, aiming for a total force of around 260,000.

According to Solfrank, whether or not Russia opts to strike NATO will depend on three key factors: Russia’s military strength, its operational performance, and leadership decisions.

“These factors suggest that a Russian attack is possible. It heavily depends on our responses,” he mentioned, alluding to NATO’s efforts to deter aggression.

He also commented on Moscow’s hybrid warfare strategies, which include drone incursions as part of a broader strategy tied to the conflict in Ukraine.

“The Russians term this non-linear warfare. It serves as a precursor to traditional military action. They have hinted at the potential use of nuclear weapons, but this primarily is about intimidation,” Solfrank explained.

He concluded that Russia’s objective seems to be to “stir unrest, instill fear, inflict damage, spy, and assess NATO’s resilience,” aimed at provoking NATO reactions while also evaluating the alliance’s resolve.
