Monitor alerts to increasing national security risks in the U.S. healthcare system

Concerns Over China’s Influence in U.S. Healthcare

Chad Wolf, who previously served as Secretary of Homeland Security under President Trump, has raised alarms regarding China’s infiltration into the U.S. healthcare system. In recent discussions, he highlighted the significant risks associated with American reliance on Chinese medical technology.

Recently, a memorandum of understanding was signed between four state attorneys general and the Chairman of the Federal Communications Commission, Brendan Carr. This agreement aims to bolster protections against potential Chinese intrusions, particularly in communications equipment and services critical to the U.S.

The Protect America Initiative, a conservative nonprofit, has launched a campaign to spotlight vulnerabilities in American medical technology due to Chinese involvement. Concerns have been amplified by warnings earlier this year from the Food and Drug Administration and the Cybersecurity and Infrastructure Security Agency. They identified “backdoors” in well-known patient monitoring devices, revealing that some were connected to a Chinese university—a situation that’s particularly troubling given that all Chinese institutions operate under laws mandating cooperation with national intelligence operations.

Legal Actions Against Chinese Medical Companies

In June, Florida’s Republican Attorney General James Usmeyer took action against a Chinese medical device manufacturer suspected of selling “fraudulent” products. These devices allegedly contained vulnerabilities that could be exploited by malicious actors. Usmeyer expressed concern not only over patient data security but also noted that some companies were distributing devices that lacked proper FDA approval.

Experts are worried about the increasing Chinese footprint in the U.S. medical supply chain. According to the Foundation for Defense of Democracies, a conservative think tank, this growth stems from changes in China’s industrial policies and the evolving landscape of U.S. healthcare. They noted that, as of 2019, approximately 9.2% of the drugs and medical devices imported to the U.S. came from China, though this figure might understate American dependence on Chinese medical materials due to the complexities involved in the supply chain.

This reliance means that the U.S. not only imports finished medical products but also raw materials crucial for manufacturing. The National Institutes of Health warned that this interdependence obscures the extent of Chinese involvement in the U.S. healthcare system, especially concerning critical health issues like biodefense.

Wolf emphasized that American patients’ privacy and national security should be prioritized. He believes that it’s crucial to eliminate Chinese-made medical equipment from U.S. hospitals and close any potential data backdoors, asserting that reliance on Chinese technology poses significant risks to public safety.

Additionally, the FDD contends that China is intentionally leveraging America’s dependence by selling compromised technologies, raising concerns that doctors may be unknowingly endangering patient care.
