US and Ukraine Work Toward Summit Amid New Russian Demands
In Washington, President Trump and Ukrainian President Volodymyr Zelensky are collaborating to set up a summit aimed at addressing ongoing tensions with Russia. However, Moscow is now presenting new demands that could undermine recent diplomatic strides made by the White House, potentially putting an end to the conflict in Europe that has been raging since World War II.
One of the notable demands from Russia is a request for security guarantees for Ukraine that would involve both the US and Europe, along with specific conditions for the discussions between Russian and Ukrainian leaders.
Russian Foreign Minister Sergei Lavrov claimed on Wednesday that President Vladimir Putin would only contemplate elevating the delegation’s leader, compared to his earlier speech in Istanbul, if certain conditions were met.
Lavrov stressed that talks should be conducted in a straightforward manner, suggesting that a one-on-one meeting between Putin and Zelensky wouldn’t necessarily derail negotiations at their conclusion.
This development somewhat dampens the momentum from two significant achievements Trump made in his ongoing engagement with Putin in Alaska and his recent series of meetings with Zelensky and European leaders.
US allies reacted positively to Trump’s announcement that Putin had agreed to meet face-to-face with Zelensky and acknowledged the terms of a peace agreement focusing on the presence of Ukrainian “NATO” troops.
Trump, 79, and Zelensky, 47, are optimistic that Putin, 72, will meet with the Ukrainian president in the coming weeks to discuss potential locations for the summit.
Lavrov also mentioned on Wednesday that Russia is keen on discussing one specific topic regarding its relationship with Ukraine.
He indicated that the way Ukraine responds to what Trump described as a plan to convene meetings between Ukrainian counterparts and more Russian leaders could be vital.
Lavrov elaborated that discussions about security guarantees involving Ukraine could take place without Russia being included, though he emphasized that this approach is inherently flawed.
“Addressing collective security issues without the Russian Federation is simply unrealistic,” Lavrov stated, insisting that it would be impractical to discuss security without Russia and the West’s involvement.
An agreement proposed during discussions on NATO-like security guarantees has been characterized as a significant development, one that would prevent Russia from infringing further on Ukraine’s sovereignty.
A representative involved in negotiations expressed that this arrangement would allow Ukraine to enjoy NATO-like protections while simultaneously respecting Moscow’s opposition to joining the alliance directly.
“Putin’s stance is clear; what we discussed revolves around ensuring that Ukrainians can coexist with the idea of such protections,” he added.
However, instead of following through on recent agreements, Lavrov has been attempting to revitalize earlier negotiation frameworks suggested by President Biden, which included creating security assurances involving the five permanent members of the UN Security Council.
European leaders have been skeptical of this approach, worrying that trusting Russia to uphold security guarantees is fundamentally flawed.
“It doesn’t make sense to believe that Russia would prevent further aggression,” noted one European official.
Another diplomat pointed out that Putin has consistently evaded meaningful peace discussions, highlighting the necessity for strategies that surpass trivial negotiations with Russia.
During a meeting at the White House, leaders from various European nations coordinated with Trump and Zelensky to address the situation.
While formal security guarantees have yet to be established, Trump suggested that the US may be willing to provide aerial support to Ukraine.
In a conversation with Fox & Friends, he affirmed that troops wouldn’t be deployed on the ground, despite previous commitments from European allies to send military personnel as peacekeepers in Ukraine.
Recent reports indicated that US officials, including Chairman Dan Cain, engaged with military counterparts from European nations to discuss the framework of security assurances.
Meanwhile, Zelensky expressed hopes that Europe would support Ukraine in maintaining a robust military presence and mentioned intentions to acquire military drones and other equipment valued at $90 billion through NATO support.
Lavrov flagged concerns over efforts to strengthen Ukraine’s defenses, noting that a fair meeting with Putin couldn’t align with European leaders’ agendas that seem intent on escalating the conflict.
He remarked, “Putin has signaled his willingness to engage sincerely, provided that such discussions are not driven by aggressive intentions from the US or major European powers.”
According to White House officials, Trump and his national security team are actively pursuing a bilateral discussion with Russian and Ukrainian representatives to halt the ongoing violence and resolve the war. “As many world leaders have pointed out, this conflict might not have occurred had Trump been in office,” officials concluded.
