Northern Border Sector Now 5th-Busiest for Migrant Encounters in United States

Border Patrol agents in the Swanton Sector set a new record in June, apprehending more than 3,300 migrants. The sector, which covers the Canadian border and parts of Vermont, New Hampshire and eastern New York, is now the fifth-busiest of the U.S. Border Patrol’s 20 sectors.

According to the CBP National Encounter Report for June, Swanton Sector Border Patrol agents apprehended a record 3,309 migrants, the largest number of migrant encounters in the sector’s history and an increase of about 14% over the previous month’s record of 2,911 migrant encounters.

Swanton Township investigators have arrested nearly as many migrants in the past two months as they encountered in the entirety of fiscal year 23, which ended Sept. 30, 2023. Reports of encounters in June represent a 425 percent increase compared to June 2023.

“June was another record-breaking month for Swanton Township with over 3,300 arrests across Northeast New York, Vermont and New Hampshire,” Swanton Township Patrol Chief Robert Garcia wrote on social media, sharing a photo of a large group of migrants that joined him in July near Champlain, New York.

With 3,309 migrant arrests, Swanton Sector was the fifth busiest of 20 Border Patrol Sectors. On the southwestern U.S. border with Mexico, only Yuma (3,519), Del Rio (7,642), Tucson (22,436) and San Diego (22,610) Sectors had more migrant arrests.

Chief Garcia reported on social media in June that his officers had arrested immigrants from 85 countries this fiscal year, including Afghanistan, Albania, Algeria, Angola, Anguilla, Argentina, Australia, Azerbaijan, Bangladesh, Belgium, Bolivia, Brazil, Cameroon, Canada, Chile, China, Colombia, Congo, Costa Rica, Croatia, Cuba, Democratic Republic of the Congo, Dominican Republic, Ecuador, Egypt, El Salvador, Equatorial Guinea, Eswatini, Finland, France, Georgia, Germany, Greece, Guatemala, Guinea, Guyana, Haiti, Honduras, Hungary, India, Iran, Iraq, Ireland, Israel, Italy, Jamaica, Jordan, Kazakhstan, Kosovo, Liberia, Lithuania, Mauritania, Mexico, Morocco, Nepal, Netherlands, Nicaragua, Nigeria, Pakistan, Panama, Romania, and Russia. Rwanda, Saudi Arabia, Senegal, South Africa, Spain, Sri Lanka, Sudan, Sweden, Syria, Taiwan, Togo, Turkey, Ukraine, United Kingdom, Uzbekistan, Venezuela, Vietnam, Zimbabwe.

The June arrest report represents the highest monthly number of migrant encounters in the history of the department, which patrols eastern New York, Vermont and New Hampshire as well as the Canadian border, and exceeds the annual totals for any fiscal year prior to the Biden administration.

Immigration arrests in the Swanton area have skyrocketed during the Biden administration, with Garcia reporting that arrests in April exceeded the full-year totals for FY21 and FY22.

Since President Joe Biden took office in January 2021, Swanton-area agents have arrested more than 21,000 immigrants, more than all previous years combined dating back to fiscal year 2003.
