NYPD worker shared meme with officer about being intimate with a deaf girl

A civilian worker for the New York City Police Department faces allegations of sexual harassment after supposedly aiming a gun at an officer within police headquarters. However, the officer’s lawyer asserts there were explicit exchanges between them prior to the incident.

Megan Kwan, who is 25, reportedly sent messages about sexual topics and even joked about starting an OnlyFans account featuring Officer Quilbubio Espinal, aged 35, as per a complaint filed this week in Manhattan Supreme Court which seeks her cellphone records.

Court documents reveal that the two communicated via Facebook Messenger from 2025 to 2026, exchanging numerous flirtatious and sexual messages, mentioning various acts, and sharing graphic photos and memes.

Following the incident, Kwan initiated legal action against the officer and his supervisor, Sgt. Jason Ballentine, claiming they subjected her to sexual and racial harassment. She alleges both suggested a threesome, with Espinal purportedly demanding one involving his wife.

Kwan, who is deaf, allegedly sent Espinal a screenshot of a tweet stating, “I never heard strange words until I was a deaf girl. It sounded like slapping a baby seal.”

Other messages reportedly included vulgar references to oral sex and requests for Kwan to “present his cell phone for forensic extraction of all photos and videos of Officer Espinal.”

The officer’s attorney, Robert Gottlieb, emphasized in court that Kwan’s emails reveal the nature of their relationship, insisting that Officer Espinal never instilled fear of harm in her during their exchanges. He pointed out that prosecutors had turned over over 200 pages of the messages they shared.

In one message, Espinal sent Kwan a meme of a pastry with a suggestive shape covered in icing, to which she allegedly replied in a vulgar manner: “I can’t waste an IV drip.”

Kwan reportedly stated on February 19 that she had “enough photos,” suggesting Espinal should create an OnlyFans account. This website is known for user-generated adult content.

Documents indicate that Kwan mentioned she planned to utilize Chinese AI technology to examine digital images of Espinal to craft a computer-generated pornographic representation for the platform.

Espinal currently faces charges of intimidation and official misconduct, to which he has pleaded not guilty. He has been reassigned to modified duty, with his gun and badge taken away.

Kwan joined the department as a university intern in 2021 and transitioned to a full-time role in the IT department in 2025.

Kwan’s lawyer, John Scola, accused Espinal of frequently expressing a desire for an “Asian wife;” labeling her as “baby mama,” and sending her both pornographic and racially charged videos.

“A sworn police officer has been charged with pointing a loaded firearm at my client, a deaf civilian in his workplace,” Scola asserted.

He characterized the motion as an effort to intimidate Kwan, aiming to put her private life on display instead of focusing on her allegations.
