Senate Moves to Cut Pay During Government Shutdowns

The Senate is advancing a proposal that could significantly impact members of Congress during future government shutdowns.

On Wednesday, a resolution spearheaded by Sen. John Kennedy (R-Louisiana) was unanimously introduced. If approved, it would suspend congressional pay if the government shuts down. This issue, while previously rare, has gained traction after Democrats have used it as a political weapon multiple times in recent years.

Even with the Democrats having caused two lengthy shutdowns, Senate Minority Leader Chuck Schumer, along with other Senate Democrats, has supported the bill alongside Republicans.

Concerns linger, though. There are fears that Democrats might attempt another shutdown ahead of the midterm elections.

Senate Majority Leader John Thune (R-S.D.) commented to Fox News Digital that while progress is being made, he believes the Democrats’ support is more politically motivated. “I think they know it looks bad to oppose something like this when public servants aren’t getting paid,” he stated.

Thune added, “This could pose a tough vote for Democrats.” He feels they’re aware of the potential backlash and mentioned that discussions among party members have been robust.

Kennedy referred to his proposal as a “shared sacrifice” resolution. However, it won’t take effect until after the next election cycle, which raises additional concerns about the potential for future shutdowns leading up to the elections.

“If I could, I’d implement this immediately,” Kennedy expressed. His worry is that his Democratic colleagues may trigger another shutdown close to the election to create chaos that could sway voters.

The resolution mandates that the Senate Secretary withhold pay for senators during a shutdown. Currently, standard senators earn $174,000 annually, while leaders can make upwards of $193,000.

Kennedy’s efforts are just one set of many, as the Senate addresses issues stemming from recent government shutdowns. The last two shutdowns, significantly influenced by disputes over policies, have turned such standoffs into common bargaining tactics in Congress.

Sen. Ron Johnson (R-Wis.) is advocating for the Shutdown Fairness Act, which would ensure federal employees receive pay during shutdowns. Meanwhile, Sen. James Lankford (R-Okla.) is promoting the Anti-Shutdown Act, aimed at automatically funding the government for two weeks to allow Congress time to negotiate a funding agreement.
