Department of Education Stops Federal Grants for Education Programs for Illegal Immigrants
The Department of Education announced on Thursday that it will no longer provide taxpayer-funded grants for career, technology, and adult education programs to individuals who are in the country illegally. This move indicates a withdrawal of a policy from the Clinton administration that previously allowed such funding, which has been deemed a violation of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA).
Officials noted that illegal immigrants have not been utilizing Pell Grants or student loans under the federal educational program. “Federal-funded postsecondary education programs should benefit American citizens, not illegal foreigners,” remarked Education Secretary Linda McMahon.
McMahon emphasized that, under the current administration, taxpayer dollars will not support legislation that lets undocumented individuals partake in career or adult education initiatives. Funds will be reserved for those who are citizens or have come to the U.S. legally and meet the required federal criteria.
The new regulations stem from President Donald Trump’s executive order issued on February 19, aiming to terminate taxpayer funding for programs benefiting illegal immigrants.
PRWORA restricts federal benefits to specific groups, including U.S. citizens and permanent residents. However, a 1997 decision during the Clinton administration had previously exempted certain educational programs from these restrictions.
Critics of the past interpretation argued that it misrepresented the law’s intent, pointing out that Congress did not intend to create such distinctions in PRWORA. The Department of Education plans to implement these updated regulations starting August 9, 2025.
