PayPal to Launch Small Business Program After Settlement

PayPal has reached an agreement to establish a new small business assistance initiative and will waive around $30 million in fees following a settlement with the Justice Department. This comes after the Trump administration labeled certain practices as “discriminatory” against white-owned small businesses, regarding a form of “illegal DEI.”

The digital payments company announced plans for this initiative after resolving concerns about its 2020 Economic Opportunity Fund, which aimed to support Black and minority-owned businesses. This fund was established with $530 million following the death of George Floyd.

However, the Department of Justice found issues with the program. PayPal has denied any wrongdoing. Acting Attorney General Todd Blanche commented, stating that this settlement aligns with President Trump’s commitment to eliminate illegal DEI practices in American businesses. He warned companies against using race or national origin in ways that discriminate against qualified individuals.

As part of the settlement, PayPal will forgo processing fees on $1 billion in transactions, which amounts to about $30 million. The newly launched initiative will concentrate on assisting businesses owned by veterans and those in sectors like agriculture, manufacturing, and technology.

The agreement requires PayPal to take specific actions. They need to appoint someone to oversee the small business initiative and assess the needs of small businesses in the U.S. Moreover, PayPal must submit plans and annual progress reports regarding this initiative to the government.

Interestingly, PayPal will not face any fines and was found not liable for any violations of the Equal Credit Opportunity Act, a federal law that prohibits discrimination based on race, color, or national origin.

In a statement, PayPal highlighted its long-standing commitment to aiding small businesses. They expressed excitement about the Small Business Initiative, aiming to enhance economic opportunities for American small businesses.

The Trump administration has been intensifying efforts to dismantle DEI programs in both private and public sectors. This PayPal settlement aligns with that trend, shifting corporate support away from race-based criteria toward factors like veteran status and industry type.

PayPal has faced criticism for its policies, particularly its handling of accounts that dissent from progressive ideologies. One example is Colin Wright, an evolutionary biologist who has faced restrictions on his PayPal account due to his criticism of transgender issues.

Wright reported that he had received a notification about the permanent restriction of his account without clear justification. He had used PayPal to manage donations from advocates. When seeking clarification, he was instructed to involve an attorney.

For the past several years, PayPal has been noted for taking action against individuals opposing progressive views. David Sachs, one of the company’s co-founders, previously criticized the financial exclusion imposed on those with diverse opinions, stating that blocking access to financial systems is a more severe action than limiting a voice on social media.
