Prison Sentence for Haitian National in Massachusetts Immigration Shelter

Ronald Joseph, a 44-year-old Haitian man, has been sentenced to prison after pleading guilty to sexually assaulting and impregnating his teenage daughter while they lived in a Massachusetts government-run immigration shelter. This disturbing case unfolded in Marlborough, Massachusetts.

The incidents occurred between 2023 and 2024, but it wasn’t until January 31, 2025, that Joseph was arrested. Middlesex District Attorney Marian Ryan and Marlboro Police Chief David Giorge confirmed that he pleaded guilty to aggravated child rape involving a 14-year-old victim. Joseph received his sentence from Judge Kenneth Salinger on July 11.

During the investigation, extensive ultrasounds were conducted that aligned with the time frame when Joseph and his daughter were in the shelter. After the child’s birth, DNA tests confirmed, with overwhelming certainty, that Joseph was the biological father.

According to reports, U.S. Immigration and Customs Enforcement has begun immigration proceedings against Joseph. It’s been noted that he entered the country illegally in May 2023 yet was allowed to remain and even scheduled for an immigration court appearance.

Earlier this year, John Featherton, who previously managed the Marlborough Shelter, recounted an alarming experience involving Joseph. He stated that when he confronted Joseph regarding the custody issue, he was attacked by other Haitian immigrants present.

Featherton, expressing his distress over the entire situation, indicated that the arrest of Joseph is not an isolated incident but rather indicative of a flawed system lacking accountability. He described crimes at state-funded shelters, such as sexual assault and drug trafficking, that have raised serious public concerns.

Joseph’s case is particularly troubling, but it’s not unique. Another instance involved a 28-year-old Dominican man, Leonard Andoujar Sanchez, who was found with firearms and fentanyl in a different Massachusetts shelter.

In May, Massachusetts Governor Maura Healy announced the closure of several shelters, citing decreased demand as the number of families in need dropped below 5,000. However, Featherton voiced skepticism about the closure plans, questioning where the displaced individuals would find accommodation in a state with limited housing options.

Healy’s office did not provide a comment before the publication deadline, reflecting a broader concern that political decisions often overshadow practical solutions.
