Gavin Newsom Threatens State Funding Over Trump’s Academic Contract

California Governor Gavin Newsom has issued a warning regarding potential cuts to state funding for universities that choose to sign President Donald Trump’s “Academic Excellence” contract.

This contract, delivered in a ten-point memo to nine institutions, outlines certain requirements that universities must meet to receive priority treatment. Some of the key points include:

  1. Enrollment Equality: The contract emphasizes that treating specific groups as incapable perpetuates a harmful narrative. It argues against bias based on gender, ethnicity, race, or other factors, suggesting that universities must provide anonymized data about students who are hospitalized or denied entry.
  2. A Market for Ideas: The memo insists that universities should foster academic freedom, especially for conservative viewpoints, and should act against any institutional barriers that suppress a diversity of ideas.
  3. No Employment Discrimination: The president’s compact prompts universities to strictly adhere to measurable standards in hiring processes.
  4. Institutional Neutrality: All employees will need to avoid engaging in political discourse, while still being encouraged to discuss current events relevant to their expertise.
  5. Integrity in Education: Grades are expected to reflect student performance without inflation for non-academic reasons.
  6. Student Equality: Students should be treated as individuals based on consistent characteristics, while also ensuring spaces that promote women’s rights and privacy.
  7. Financial Responsibility: The contract calls for budget cuts, including the reduction of unnecessary staff and programs that don’t effectively serve students, and mandates tuition refunds for dropped students.
  8. Avoiding Foreign Entanglement: Universities are urged to scrutinize foreign donations for any anti-American sentiments.
  9. Priority Admission for Americans: The only favored applicants may include those with U.S. citizenship, with religious institutions permitted certain employment preferences.
  10. Compliance Enforcement: Universities must report their adherence to progress each year, with independent assessments to the U.S. Department of Justice.

Non-compliance could result in a loss of federal benefits for at least two years, severely impacting access to student loans and grants.

In response, Newsom declared on social media that if California’s university system acquiesces to the contract, it would forfeit billions in state funding. He emphasized that California would not support institutions that, in his view, compromise academic freedom.

Newsom insisted that California would not subsidize entities that choose to surrender their commitment to academic principles.

A White House spokesperson, Abigail Jackson, countered Newsom’s claims, suggesting that he is overlooking challenges in his state, particularly regarding issues surrounding transgender participation in sports. Jackson argued that opposing the compact impedes necessary tuition protections and free speech initiatives.

The compact reportedly applies to both public and private universities, stirring significant debate in academic circles.
