Man who claimed he was 'wealthy enough' confronts federal charges for seal assault

Businessman Faces Charges for Attacking Endangered Seal

A man recently gained notoriety after a video showed him claiming he was “rich enough” to evade repercussions for allegedly attacking a cherished endangered seal in Hawaii. Now, he must face two federal charges as a result of the incident.

Igor Mikhailovich Litvinchuk, a 38-year-old from Covington, Washington, is accused of hurling a rock at a Hawaiian monk seal’s head. This rare marine mammal was caught on video during the altercation, which took place on May 5th and was recorded by onlookers.

Litvinchuk, who owns a logistics and trucking company based in Kent, Washington, was confronted about his actions. In the video, he appears unapologetic about the incident, emphasizing his wealth when pressed by bystanders.

The seal involved in the encounter is affectionately referred to as “Lani” by locals. Unfortunately, there are only around 1,600 Hawaiian monk seals remaining in the wild, highlighting the urgency of their protection.

Litvinchuk is charged with harassment and attempted harassment of an endangered species, which violates both the Endangered Species Act and the Marine Mammal Protection Act. He was arrested near Seattle on a Wednesday.

He could face up to a year in prison for each charge, along with hefty fines—up to $50,000 for the Endangered Species Act violation and up to $20,000 under the Marine Mammal Protection Act.

According to reports, the rock narrowly avoided Lani’s nose, causing her to panic and emerge from the water. Witnesses expressed serious concern for her well-being, as she remained still for an extended period afterward.

When approached by concerned bystanders, Litvinchuk reportedly dismissed their worries. He noted he could simply pay a fine, illustrating a troubling attitude toward the consequences of his actions.

“The Hawaiian Islands’ unique wildlife symbolizes Hawaii’s special ecological significance. We are dedicated to protecting vulnerable species, especially endangered Hawaiian monk seals like Lani,” stated U.S. Attorney Ken Sorenson. He emphasized that those who harm protected wildlife will be held accountable.

The video sparked outrage on social media, prompting many users to identify Litvinchuk and call for his arrest. Reactions following his arrest included a mix of relief and calls for justice.

It’s currently unclear whether Litvinchuk has secured legal representation.
