Texas Democratic primary runoff selects candidate for lieutenant governor race

Texas Democrats held their primary runoff on Tuesday night, with state Rep. Vicki Goodwin emerging as the candidate for lieutenant governor after defeating Marcos Velez. This outcome sets the stage for a November contest against the incumbent Republican, Dan Patrick.

The election served as a key indicator of the direction Texas Democrats wish to pursue in the upcoming general election.

Goodwin, who has been in office since 2019, has pushed for various issues, including enhanced funding for public schools, improved teacher salaries, expanded Medicaid access, investment in water infrastructure, and the repeal of Texas’ abortion ban.

On the other hand, Velez, employed at a Texas refinery and affiliated with the United Steelworkers union, has focused his campaign on property tax relief, advocating for a higher minimum wage, and policies aimed at supporting working families and seniors.

Political Landscape

The lieutenant governor holds significant power in the state government—presiding over the Senate, managing the legislative agenda, and appointing committee chairs. This role is critical as it influences which bills are sent to the governor. Additionally, the lieutenant governor is a co-chair of the Legislative Budget Committee and plays a part in redistricting efforts when lawmakers don’t act.

Voter turnout on Tuesday is expected to be lower than it was during the March primary, with polls closing across Texas at 7 p.m.

Patrick, during his time as lieutenant governor, has pushed the Legislature further to the right and established a robust network of Republican allies. Analysts believe his defeat in November could lead to a major shift in Texas Republican politics and the balance in the Legislature.

Nevertheless, the lieutenant governor’s authority is largely governed by Senate rules that are established at the beginning of legislative sessions. If the Democrats manage to secure this position, there may be efforts to amend those rules, thereby potentially diminishing the lieutenant governor’s power and altering the Legislature’s operations.
