Last week, a deranged man in Brooklyn was filmed attacking an NYPD officer with a machete. Although he was injured in the attack, officers managed to subdue the suspect.
The bloodshed was apparently not enough for a New York City grand jury to hold 40-year-old Jean Blaine accountable for her actions. The jury was willing to indict Mr. Blaine on a lesser charge, but decided not to charge him with attempted murder.
Around 3:20 p.m. on January 22, NYPD officers were called to an apartment on New York Avenue near Beverly Road after a report of a man acting erratically.
report New York Daily News.
Officers reportedly spoke with Blaine’s family before engaging him.

shown Blaine has been arrested at least three other times and has a history of mental disorder. In 2015, she was arrested for exposing her genitals to a woman in Times Square. On another occasion, she was arrested on suspicion of stealing her neighbor’s car.
Footage of the incident shows Blaine, also known as “Insane Blaine,” becoming distraught as police calmly attempted to arrest him.
“No, no, no!” Blaine yells, still sitting on the bed.
“Please cooperate,” one of the officers replies.
“You know what?” Blaine exclaimed, slipping his hand under the sheets and grabbing the machete he had hidden there. “Fuck you.”
A deranged man stands on the bed and raises a machete.
Someone off-camera yelled, “Oh, shit, watch out!” Blaine begins hacking the cops repeatedly.
Police said Blaine cut the 40-year-old sergeant on the right side of his head. Another man had his wrist slashed while trying to subdue the assailant. The third officer was reportedly hit in the shoulder with a machete.
The officers were taken to Kings County Hospital and have since been released.
Officials told the Post that Blaine, who was ordered held without bail on Wednesday, slashed another victim two weeks ago and attacked the victim’s ear and hand just three blocks away. It was an unrelated and unprovoked attack that allegedly severed a man.
“I went to buy coffee and he came out of the store,” the victim, Giovanti Guinea, told the newspaper.
“He asked me, ‘What do you want?'” Guinea continued. “I didn’t say anything, but he just attacked me. I didn’t know what to do. He just ran.”
“I just want justice,” Guinea added. “He tried to kill me. Nothing like this had ever happened before. And he tried to kill me.”
Blaine has not yet been charged in connection with the Guinea attack.
Even though Blaine had a history of violence and it was clear that a machete blow could have killed him, a grand jury ruled that Blaine was primarily mentally unstable when he appeared in Brooklyn Criminal Court. It was decided that Blaine should be exempted from attempted murder charges.
However, the Daily News reported that he was ultimately charged with assault, menacing and weapons possession.
Sergeant Vincent Vallelonge, President of the Benevolent Association, said:
letter to members The grand jury “declined to indict him on the attempted murder charge and undecided on the first-degree assault charge.”
“This imbalanced judicial system has created an unprecedented and dangerous environment,” Valerong wrote. “If the machete had not been blunted, we would have attended at least one police funeral, maybe more. Why is this case not subject to remand? This psychotic man is free awaiting trial. Who will take responsibility if someone harms or kills another person?
Vallelong stressed that New York City officials have “proved to be ignorant of how to respond to the real, everyday dangers that so many New Yorkers needlessly face.”
Blaine is currently being held in a psychiatric ward as authorities investigate him for the Guinea attack.
The apparent machete attack on Blaine came just days before a group of illegal aliens violently assaulted New York City police officers. The immigrant mobster was released without bail shortly thereafter.
