The House Rules Committee advanced a package of foreign aid legislation late Thursday night, despite opposition from three hardline Republicans and unusual support from Democrats.
The committee voted 9-3 to adopt rules governing debate on the bill, with Representatives Thomas Massie (R-KY), Chip Roy (R-TX), and Ralph Norman Representative (South Carolina) objected.
With the successful vote, the full House of Representatives will vote on the rule, adding to three foreign aid bills that would send aid to Israel, Ukraine and allies in the Indo-Pacific, as well as other national security priorities such as banning TikTok. The fourth foreign aid bill, which includes the following items, will be open for public debate. .
Rules votes in committees and on the floor are typically a partisan affair, with majority party members supporting the rules and minority party members voting against them. But Democrats across the aisle supported a procedural vote as conservatives voted against the rule, citing opposition to aid to Ukraine and the exclusion of border security measures.
