Agents from U.S. Immigration and Customs Enforcement located and arrested a Haitian immigrant who had been charged with child rape in Massachusetts but was free on $500 bail.
ICE issued a detention order for the suspect, Corey Alvarez, but the local sheriff’s office ignored it and released the 26-year-old Alvarez on low bail. A detention order is a request that authorities notify ICE about someone they believe to be deportable so that ICE can take that person to federal custody for deportation.
Because Alvarez was arrested in a so-called sanctuary city, the detention order was ignored.
ICE agents found Alvarez in Boston on Monday, a law enforcement source told Fox News Digital.

“As part of the Alvarez case, our office has repeatedly asked state and federal officials for months about the details of the CHNV process and has received few answers. There are clear reasons why the Department of Homeland Security has suspended the issuance of travel authorizations to new CHNV beneficiaries while it conducts a major review of its processes,” ICE said in a statement.
Alvarez arrived in June as part of the Cuban, Haitian, Nicaraguan and Venezuelan (CHNV) parole process. The policy was first announced for Venezuelans in October 2022 and allowed a limited number of them to fly directly into the U.S. as long as they were not in the country illegally, had a sponsor already in the U.S. and passed certain screening procedures.
In January 2023, the Biden administration expanded the program, Haitian, Nicaraguan, Cuban The program will allow up to 30,000 people to enter the U.S. each month. Immigrants will be able to obtain work authorization and a two-year residence permit in the U.S., and it was also announced that Title 42 expulsion will be expanded to these nationalities.
Alvarez’s charges relate to an incident in March in which he was accused of raping a 15-year-old girl while staying at a migrant hotel in Massachusetts. His lawyers say he is innocent of the allegations.

“No injuries were found on the alleged victim, and surveillance video shows her entering the room and emerging eight minutes later, walking past two National Guard soldiers without disturbing her clothing and without saying a word,” attorney Brian A. Kelly said.

He also said Alvarez’s bail conditions included home confinement and surrendering his passport, which he has complied with. Massachusetts ruling The court ruled that it did not have the authority to detain an individual solely based on an ICE detention order.
