In recent weeks, FTC staff have continued to work on the investigation and continue to meet with businesses and other groups to gather information, the report says.
Reuters reported in November that the FTC was considering allegations that Microsoft could potentially abuse the market power of its productivity software.
Microsoft and the FTC did not immediately respond to Reuters' request for comment.
