The IRS disruption began last month shortly after the first Doge Envoy arrived at the agency's Washington, DC headquarters.

Within minutes of their appearance, a software engineer in his 20s dispatched by Doge began requesting access to tax collection agencies Most protected internal databases – IT systems first, then millions of American taxpayers and another system contain personal and financial data to house IRS contracts.
Another Doge staff have sought to close almost all of the IRS' congressional funding programs and initiatives planned for this fiscal year. Many people have sought to modernize their agents and improve their tax return process.
As Doge set up stores within the IRS over the past month, agents have fired thousands of workers and auditors and closed more than 110 taxpayer assistance offices nationwide. The extensive layoffs are under work alongside planning Reduce by almost 20% of all IRS employees by May 15th.
Bernstorming, which is deployed by multiple agencies, plunged the IRS into chaos during the tax season. In an interview with CNN, several current and former IRS officials who spoke to the condition that they would remain anonymous explained the atmosphere of the threat, particularly the atmosphere of career staff.

Another current IRS employee who works outside of Washington and is a local union leader, said it's now commonplace to see people crying in the office and managers circulating apologizing for shootings they didn't decide.
“Morale is struggling,” the person said.
Nina Olson, who served as an advocate for independent national taxpayers within the IRS from 2001 to 2019, said the cuts “essentially hit agents” by screaming for the ranks and putting the IRS' future at stake.
“You have a lot of new blood being fired, and it should be the future of the workforce,” Olson said, referring to the agency's newly hired probation employee. “Then you have the most skilled people who will leave through retirement at the height of their institutional knowledge.”
Olson, who currently runs a non-partisan centre for taxpayer rights, criticized the “shotgun approach” for cutting staff, saying, “This doesn't work for taxpayers.”

It started in mid-February when senior IRS staff were told Doge would visit the office. They were given a 15-minute head that Gavin Kliger, a 25-year-old software engineer, was in his middle.
According to an IRS employee who is well-versed in the situation, Kliger requested access to the IRS' “tax management system” within minutes of their arrival.

Only a select group of IRS employees have access to a system that houses sensitive taxpayer data. Career employees told Kliger that they could not access the agency's IT systems without extensive background checks to avoid pose an insider threat.
Two weeks later, Kliger was joined by Sam Corcos, a 36-year-old startup entrepreneur.
As soon as Corcos got there, an IRS employee pushed CNN to halt almost all of the Congressional Congress funding programs and initiatives they had planned for the fiscal year and calendar year 2025.
“They'll come in and say they'll delete that initiative. 'Delete' is one of their favorite terms,” an IRS employee said. “So we're in a hurry to understand.” Does Sam have that authority? Does Gavin have that authority? Has the Ministry of Finance granted them that authority? ”
Corcos also requested federal employees to work over the weekend, asking for quick tracked background checks to ensure immediate access to the IRS IT system.
By the following Monday, the agency's largest HR officer was placed on administrative leave and reportedly she was dismissed as doc-shamed after Kliger's request for quick background checks against his Doge partners had not been met over the weekend, sources said.
Find immigrants using tax data
Like all of Doge's actions, the move in the IRS is part of the Trump administration's broader efforts to eradicate fraud and abuse. However, two IRS employees who spoke to CNN said that some of the actions taken by Doge within the IRS appeared to be aimed at finding ways to find undocumented immigrants using agency protected data.
Sources with direct knowledge of the document said the Department of Homeland Security has expressed information about undocumented immigration allegations, representing a request to sweep information about undocumented immigration suspects.
The memo also proposed details of the IRS, a dedicated group of dozens of senior IRS auditors, to launch an investigation into companies suspected of employing undocumented immigrants.
Privacy experts say it is a violation of the strict disclosure laws operated by the IRS and prohibits IRS employees from publishing tax information.
Two Chicago immigration rights groups sued the Treasury Department and the IRS earlier this month, asking judges to stop Trump from sharing certain information about U.S. immigration and customs enforcement or DHS and taxpayers as they are seeking more deportation.
The group argued that federal law “prohibited” this data from providing immigration authorities because ICE and DHS are not listed as exceptions to tax law confidentiality rules.
If that happens, the group's lawyers will submit that they suffer “harm in the form of liberty seizing, detention or other deprivation related to the Trump administration's stated intention to engage in large-scale actions against immigration.”
The case is still pending in D.C. Federal Court, and the judge has not yet issued a ruling.
The IRS' automatic tax return system continues to run smoothly, but in the long run, taxpayers may ultimately experience the paralytic effects of Doge. Customer service wait times can increase as agents lose staff. Employee CNN also expects delays in paper-based returns.
Funding from the Biden-era Inflation Reduction Act allowed the IRS to serve on staff to improve the customer service experience for taxpayers, including thousands of new call center representatives.
Data released by the IRS Customer Service phone waiting times have improved significantly from an average of 28 minutes during the 2022 tax season, an average of 28 minutes before the Landmark Act was passed, a fourth minute in 2023, and three minutes last year.
“In many cases, these long waits ended with polite amputation,” the employee said. “They just hung up you, so we're back to that time.”
