Venezuela’s government allows Tren de Aragua to carry out crimes at the border, with corrupt officials probably benefiting: Intelligence report

The National Intelligence Council suggests that the Venezuelan government has facilitated Tren de Aragua’s criminal activities near the US border. This information was shared recently by the Director of National Intelligence.

A memo revealed that after the Venezuelan regime expelled the TDA from Tocoran prison in 2023, numerous gang leaders escaped, allegedly with some level of support from military and political figures within Venezuela.

Interestingly, FBI analysts pointed out that several officials in the Venezuelan government seem to be encouraging TDA members’ migration to the US, potentially using them as pawns. Such actions support perceptions that the Maduro administration is aiming to destabilize the US government and affects public safety.

Additionally, it appears that Nicolás Maduro may have taken steps to silence local media that reported on links between his regime and the TDA, according to findings from the Department of Homeland Security.

While the NIC memo did not wholly endorse allegations from then-President Trump—claiming that Maduro orchestrated TDA’s actions—it acknowledged that some government members might exploit TDA for financial gain, although these actions seemed more sporadic than systematic. The document still indicated that Maduro’s administration enables TDA’s operations along with other criminal entities within Venezuela.

The memo further noted that Maduro’s regime tends to create a permissive atmosphere for illegal groups, allowing the TDA to thrive. It was mentioned that lower-level officials might be personally benefiting from these illegal dealings, although there’s no apparent organized effort from the government to collaborate with TDA or manage its activities in the US.

Some officials might not intentionally be pushing an exodus from Venezuela but could be using the immigration situation to their advantage for personal financial or other motivations. Maduro’s increasingly authoritarian rule has fostered rampant corruption, allowing officials to profit from various illicit activities.

The intelligence community weighed in that for Maduro to be orchestrating the TDA, it would likely need significant adjustments to his administration. FBI analysts concurred with this assessment, suggesting that Venezuelan officials might employ TDA members for migration control to further Maduro’s interests in countries like Chile, Colombia, Ecuador, Peru, and the US.

The migration of Venezuelans has surged due to various socioeconomic challenges, familial connections in the US, and perceptions of enforcement against immigration. Ultimately, the NIC’s evaluations imply that Maduro has benefited from TDA’s criminal behaviors, helping him retain power while opposition groups are forced to flee the country.

Since 2024, approximately 7.8 million Venezuelans have left their homeland.
