Notice of Violation Issued to Harvard Over Anti-Semitism Claims
The Trump administration has sent a “Notice of Violation” to Harvard University, invoking Title VI of the Civil Rights Act. This action demands that the university implement changes to address discrimination against Jewish students or risk losing federal funding.
A letter, reportedly obtained by credible sources, was addressed to President Alangerber at Harvard. It reveals that a multi-agency task force aimed at combatting anti-Semitism has completed its investigation, conducted by the Department of Health and Human Services (HHS) Civil Rights Office (OCR), which found evidence of anti-Semitic behavior at various universities.
According to the letter, the findings indicate that Harvard has violated Title VI of the Civil Rights Act. The notice outlines issues where the university was found intentionally indifferent or, at times, complicit in anti-Semitic harassment affecting Jewish students, faculty, and staff.
Harvard Kennedy School Faces Layoffs Amid Cuts
The OCR’s findings illustrated patterns of “illegal and unchecked discrimination” at Harvard, citing incidents of harassment and exclusion that directly impacted Jewish students. Many reported negative bias and even feelings of physical insecurity during their time on campus.
Examples of this hostility included Jewish and Israeli students facing harassment, forcing some to hide their identities due to fear of retaliation. Reports also described anti-Israel protests that erupted after Hamas attacked Israel on October 7, 2023, which included calls for violence against Jews and other discriminatory actions.
Additionally, the letter criticized the university’s handling of disciplinary measures, noting that only a small number of those involved in misconduct faced consequences, and none were suspended—raising serious concerns about inconsistent enforcement of policies.
The OCR concluded that Harvard had not disputed these findings and pointed out that the university’s lack of action reflects a hierarchy that undermines civil rights. The letter asserted that federal laws require equitable protection for all groups, emphasizing the need to address anti-Semitism that has tarnished Harvard’s reputation and prompted Jewish students to conceal their identities.
Harvard was warned that failure to enact necessary changes promptly could lead to the forfeiture of all federal funds and a significant decline in its relationship with the federal government. In response, the university indicated that retaining federal privileges might inspire a renewed commitment to academic excellence.
Funding Cuts Impact Harvard Kennedy School
Notably, the Trump administration has already slashed billions in federal research funding to Harvard, tied to the university’s management of allegations related to anti-Semitism and associated protests. Recently, the Dean of the Kennedy School communicated staffing layoffs to faculty and staff amid financial pressures arising from these funding cuts.
The letter to Harvard’s president emphasized the institution’s status as a major breeding ground for racism, referencing a 2023 Supreme Court ruling that upheld protections against racially-based affirmative action in university admissions. It reaffirmed the persistent issues of anti-Semitism present on campus, warning that non-compliance with federal mandates could deny the university critical federal resources.
