This revelation came to light on Thursday, just after the Department of Education’s Office for Civil Rights announced it had initiated 18 Title IX investigations into various school districts nationwide. The timing is noteworthy, occurring shortly after the Supreme Court heard arguments aimed at safeguarding women’s and girls’ sports.

Assistant Secretary for Civil Rights, Kimberly Ritchie, commented on the matter, stating that the existence of a “Transgender Participation Policy” within the CCCAA is a troubling reflection of societal values. Ritchie emphasized that women’s sports should remain exclusive to women, criticizing California Governor Gavin Newsom for prioritizing ideology over student safety and fairness. She claimed that despite acknowledging the issue in a podcast, Newsom’s policies contradict this acknowledgment. Ritchie further insisted that the prior administration would not stand for any policies undermining women’s rights.

The Title IX Special Investigations Team aims to address these concerns, underscoring that ensuring equitable access to educational and athletic opportunities for women is essential.

The recent complaints filed with the Office of Civil Rights assert that the CCCAA’s policy discriminated against at least three female athletes. These complaints argued that the policy allowed male players to join women’s volleyball teams and access female facilities during the 2024 and 2025 seasons while dismissing the concerns raised by female students about the impact of male participation in women’s sports.
