FBI warns of ‘heightened threat environment’ from China, border, terrorism

According to the FBI, the United States faces numerous threats at home and abroad, whether it’s terrorism, China or unstable borders.

FBI Director Christopher Wray has repeatedly warned of a “heightened threat environment” and urged lawmakers to take each situation seriously.

What unites all of these disparate threats is the FBI’s ability to respond appropriately to them. Wray told a House Appropriations subcommittee earlier this month that the FBI’s fiscal year 2024 budget is about $500 million short of what is needed to sustain its 2023 efforts.

Wray said the budget shortfall “couldn’t come at a worse time” given the United States’ “heightened threat environment,” according to the agency.

“As I look back on my career in law enforcement, it’s hard to remember a time when so many threats to public safety and national security were heightened at once, but as I sit here today I realize that ,” Wray told House members.

His comments came just days before the House passed a $95 billion military aid package for Ukraine and Israel.

China

Wray spoke about the threat posed by China at the Modern Conflicts and Emerging Threats Summit last week at Vanderbilt University.

Lei said China’s malign efforts are primarily driven by the Chinese Communist Party’s “desire for wealth and power” as it seeks to control economic development in areas most critical to tomorrow’s economy.

Compounding these threats is China’s long-term goal of retaking Taiwan. Wray said the Office of the Director of National Intelligence assessed last year that China is building the ability to deter U.S. intervention in a potential crisis between China and Taiwan by 2027.

Ray warned in January that China had 2027 “circled” on its calendar and that “it will be upon us before you know it.”

“I want Americans to know that we cannot afford to remain silent about this danger,” Wray said in January. “As a government and as a society, we must remain vigilant against the threat posed by the Chinese government.
