How civilian tips can aid in the capture of dangerous criminals considered the most wanted by the FBI

Critical information from civilians often helps the FBI find dangerous criminals.

The FBI’s 10 Most Wanted list is updated with criminals considered the most wanted at any given time and is often based on the severity of the crimes they committed. Individuals on the list are publicized on television, online and in podcasts, drawing attention to dangerous fugitives who would otherwise be unknown to the public.

Since the list of the 10 most wanted fugitives was first published, approximately 500 criminals have been arrested or located.

1. What is the FBI’s 10 Most Wanted list?

The FBI’s 10 Most Wanted list dates back to 1950.

According to the FBI.gov FAQ page, the list was provided in March 1950 after reporters had asked the FBI the previous year for the names and descriptions of the “toughest” men they wanted to arrest.

After the case attracted public attention, then-FBI Director J. Edgar Hoover launched the “10 Most Wanted” program.

Since the list was created, tips from citizens have helped us apprehend and locate dangerous criminals on our streets.

According to FBI.gov, the list was created to “publicize particularly dangerous fugitives who may not otherwise merit national attention.”

The names of the most wanted fugitives are published online, and updates are also posted on the FBI’s social media pages.

In addition to the official FBI list, there are many other ways that dangerous criminals can be caught through tips from the public.

Listeners have access to a multitude of true crime podcasts that help solve criminal cases, and TV shows like America’s Most Wanted also help catch dangerous criminals.

The TV show originally launched in 1988 with John Walsh as host and creator, after Walsh suffered tragedy when his eldest son, Adam Walsh, aged six, was kidnapped and brutally murdered.

Since this personal tragedy, Walsh has made it his mission to protect children from abductors and to quickly rescue any children who are abducted.

The show originally ran for 24 seasons and contributed to the arrests of more than 1,190 criminals during its run, according to the National Center for Missing & Exploited Children, a nonprofit founded by Walsh, his wife and other supporters.

Walsh returned to host a reboot of the show on Fox in 2024, with his son Callahan as co-host.

“The backbone of our show is our viewers. They are the informants who provide information that leads to arrests and that leads to justice being served. That’s what families desperately need,” Callahan previously told Fox News Digital.

“Again, it comes down to the viewers, the fans and those armchair detectives. [or] As internet detectives, we’re able to leverage these people not only through the show but through social media and providing additional information… Being able to leverage the public and the fan base as a force multiplier is what this show is all about – shining a white-hot spotlight on wanted fugitives and forcing the public to do the right thing.”

2. How can someone be added to the FBI’s 10 Most Wanted list?

To be included on the list, someone must have a serious criminal record and be considered a danger to society. They must also be someone whose national publicity would help their arrest, according to FBI.gov. Additionally, the offender must not already be well known to the public.

The FBI’s 56 field offices submit the list of candidates to the Criminal Investigations Division (CID) at FBI Headquarters.

Candidates are then vetted by special agents from CID and the Office of Public Affairs, according to FBI.gov.

Final approval must come from FBI executive leadership.

3. Who has been on the FBI list the longest?

The person who has been on the FBI list the longest is Victor Manuel Helena, who appeared from May 1984 until December 2016.

Gerina was wanted for allegedly stealing about $7 million from a security company in West Hartford, Connecticut. He has not yet been arrested.

The shortest time on the fugitive list was for Billy Austin Bryan in 1969. He was arrested two hours after being listed, according to FBI.gov, and was found just four blocks from his home.

According to FBI.gov, if a person is arrested, the charges against them are dropped, or they no longer meet the criteria to be on the list, they are removed from the list and replaced with another person.

One example would be if a person is no longer considered a “particularly dangerous threat to society.”

4. How many people are on the FBI’s 10 Most Wanted list?

As of November 2023, the FBI lists 532 fugitives. Of those, 494 have been arrested or located. According to FBI.gov, 163 of those arrested or located were found as a result of tips from the public.

The FBI’s Most Wanted list includes criminals involved in a wide variety of crimes, and over the years the main types of crimes that make it onto the list have changed.

For example, when the program first began, fugitives were often wanted for bank robbery, larceny and auto theft, according to an FBI FAQ sheet.

In the 1960s, crimes such as destruction of government property, sabotage, and kidnapping were added to the list.

Later, in the 1970s, many of the criminals on the list were involved in organized crime and terrorism.

In the 1980s and 1990s, the names that appeared most frequently on the list were sex offenders, international terrorists, and drug traffickers.

The modern-day list includes many fugitives involved in the same crimes, including crimes against children, white-collar crime and gang violence, according to FBI.gov.
