Man charged with murdering woman on Charlotte train deemed unfit for trial

A man, DeCarlos Brown Jr., 34, has been deemed incompetent to stand trial after a psychiatric evaluation related to the murder of a young woman on a North Carolina light rail train. This incident involved the stabbing of 23-year-old Irina Zalutka on August 22, 2025, while on the Lynx Blue Line in Charlotte.

Brown will now be sent to a specialized facility for treatment, overseen by the U.S. Attorney General. If he is found competent later, the federal case could be revisited. Russ Ferguson, the U.S. attorney for the Western District of North Carolina, confirmed that Brown will remain in custody during this period. He emphasized that seeking justice for Zalutka and her family is the priority.

Should the case proceed, Brown could face the death penalty. Nevertheless, it’s important to note that someone declared incompetent cannot be tried or sentenced to death.

Ferguson mentioned that a doctor will evaluate Brown’s condition, and there’s optimism about his potential recovery. He expressed confidence in the doctors’ assessments, suggesting that they believe Brown’s prognosis is favorable and that he may eventually go to trial.

Brown faces federal charges related to assault and battery against a railroad operator, with the charges stemming from Zalutka’s death. His mental competency was questioned following a thorough evaluation process, which included interviews and medical record reviews.

Footage captured prior to the attack shows Zalutka entering the train and sitting near Brown. Approximately four minutes later, he allegedly pulled out a knife and stabbed her three times before the train departed.
