Man Arrested for Triple Murder Linked to Parking Dispute
An immigrant has been charged with the murder of three individuals over a seemingly trivial parking disagreement. According to investigators, Tsegarb Bines expressed his frustration, stating he “hates the American system” for hindering his attempts to bring his family from Ethiopia.
Bines was taken into custody late Monday in connection with the deaths of Nanci Fuentes Zambrano, 25, Dena Silcox, 56, and Adam Wilwarding, 43, in Virginia, Minnesota, which is around 320 miles north of St. Paul. The criminal complaint suggests that he had been in conflict over his $65-a-month parking lease, as he wished to join the Navy.
All three victims worked at the apartment complex where this dispute unfolded. It’s noted that Bines had been trying unsuccessfully for years to reunite with his wife and child, which reportedly led to considerable emotional distress and strained his family relationships.
Upon his arrest, Bines reportedly complained about the American system and expressed remorse regarding his family life. He had held a U.S. passport and Social Security card but cited frustration over the lengthy immigration process, linking it to the breakdown of his marriage and separation from his children.
Documentation notes he quit his job as a truck driver due to stress related to these issues. He felt that staff at the apartment complex attributed his struggles to the “system” rather than offering help. Bines also mentioned feeling discriminated against as a black immigrant.
While it’s unclear how long he had been residing in the U.S., his roommate revealed they had lived together for around eight years. Bines initiated a call to the leasing office Monday night to terminate his parking agreement. However, when informed about the outstanding balance, he became enraged. The conversation escalated as the employee reiterated it was beyond her control, referencing the “system.”
Following this, Bines walked to the rental office and is alleged to have committed the shootings. He reportedly fired multiple shots at Wilwarding and Silcox, the latter of whom screamed in a desperate plea while witnessing the violence. Surveillance footage indicates chaotic scenes, with screams and further gunfire, leaving behind 21 shell casings.
Fuentes Zambrano was discovered in a back office after being shot while attempting to escape through a window. Bines later called his roommate, admitting involvement in the incident and indicating that an argument had escalated uncontrollably.
Upon his arrest, he possessed newly bought camping gear, a U.S. passport, a Social Security card, an empty handgun magazine, and a weapons permit. He has since been charged with second-degree murder and was set to make his initial court appearance on Wednesday. Each murder charge could lead to a sentence of up to 40 years if convicted.
